GENERAL SUMMARY:
Performs supervisory, technical, and administrative work and responsible for providing a potable and reliable water supply for residential and commercial uses as well as ire protection, and for providing for the healthful transport of wastewater for the Massachusetts Water Resources Authority (MWRA). Performs all other related work as required.
Essential Functions

Operates a public water distribution system for compliance with safe quality, pressure, and volume. Manages staff to operate all parts of the water system such as valve operation and storage tank inspection. Directs staff to respond to all needs of the public water system such as leaks or water breaks.
Maintains the daily operation of ten sanitary sewer pump stations. Supervises the daily maintenance of all sanitary sewer lines within the sanitary sewer collection system. Responds to any sanitary sewer overflows due to sewage backups or blockage.
Oversees all water billing operations. Provides meter reading staff for daily installation of replacement equipment. Discuss any billing issues with residents.
Organizes construction work to water and sewer systems. Delegates repairs for water line with in- house staff or emergency repair contractor. Purchases any parts or equipment needed for the repair of construction of water and sewer lines.
Responds to resident concerns and complaints regarding water and sewer.
Meets DEP compliance requirements for annual reporting for reporting all water usage and any loss of water.
Monitors water system for any backflow or contamination due to non-permitted connections.
Oversees the hydrant replacement program.
Conducts snow operations at facilities.
Oversees AMI meter operations.
Provides oversight of the Operations Office Staff and Division Superintendents. This includes keeping the divisions moving in a forward direction addressing daily tasks and emergencies. This also includes customer service both internal and external.
Responsible for emergency operations by providing general oversight in managing the Operations Staff during extreme winter events and other emergencies that could arise to include water and sewer issues, drain issues, extreme weather events, etc.
Conducts budget maintenance and forecasting by monitoring all expenses for the Operations Divisions and forecasting for short term and long-term expenses. This also includes procurement oversight.
Provides guidance on health and safety to ensure the overall safe operation of work in Divisions as well as with the Office Staff.
Responsible for a variety of special projects and events that are both planned and unplanned, that need to be executed under the direction of the Public Works Director.
Regular attendance at the workplace is required.
Performs other similar or related duties, as required or as situation dictates.
Supervision
Supervision Scope: Performs varied and responsible functions requiring a working knowledge of departmental operations and the exercise of judgment and initiative, particularly in situations not clearly defined by precedent or established procedures.
Supervision Received: Works under general supervision of the Manager of Operations, following department rules, regulations, and policies, requiring the ability to plan and perform operations, and to complete assigned tasks according to a prescribed time schedule. Refers all questionable cases to supervisor.
Supervision Given: Supervises seven full-time employees.
Recommended Minimum Qualifications
Education, Training and Experience
Associate's Degree in Civil Engineering or related field, additional technical training, and five to seven (5-7) years of increasingly responsible experience in public works water/sewer utility systems maintenance; or any equivalent combination of education and experience which provides the required knowledge skills and abilities to perform the essential functions of the position.
Special Requirements:
Massachusetts Water Distribution License Level 3
Class B Commercial Driver's License (CDL) preferred
Knowledge: Thorough knowledge of the policies and operating procedures of water supply systems. Working knowledge of the materials, methods, and techniques of underground installations. Knowledge of state and federal laws pertaining to water quality and public drinking water rules and regulations. Working knowledge of the Town's water infrastructure system. Extensive knowledge of the operation and maintenance of public water drinking systems. Knowledge of water or wastewater collection system design, installation, maintenance, and repair. Knowledge of safety management and working knowledge of technology such as office software, GIS, and the Internet. Familiarity of SCADA systems in water and wastewater flow monitoring.
Ability: Ability to comprehend and interpret engineering and construction specifications and drawings; ability to assess conditions at an emergency and determine proper course of action; ability to direct the work of skilled employees; ability to supervise, train and evaluate staff. Ability to maintain, manage, organize records. Ability to establish and maintain effective working relationships with employees and state officials. Ability to read and draft maps of a complex nature.
Skills: Excellent organizational skills; proficient data processing skills in the use of personal computers and office software including Microsoft Office, and SCADA (Supervisory Control and Data Acquisition) system.
Job Environment
Work is performed in both office and field settings. While performing the duties of this job, the employee is regularly exposed to weather extremes, loud noise, and moving mechanical parts, and encounters fumes, gases, dust, or cleaning solutions. The work environment is moderately quiet in the office and loud in the field. On-call operations one week per month. Maintains on-call status for water/sewer/snow emergencies.
Operates an automobile, light trucks, heavy equipment, computer, calculator, telephone, copier, facsimile machine, and other standard office equipment.
May have access to confidential information of the department such as official personnel files and department records.
Interacts with town departments, other towns, engineering consultants, vendors, MassDEP, MWRA and the general public.
Errors could result in adverse public relations, personal injury/loss, injuries to other employees, delays or reduced level of services, monetary loss, damages to building and/or equipment and possible legal repercussions.
