The purpose of this classification is to provide administrative and technical direction for personnel and professionals in the construction, operation, and maintenance of all City buildings and/or parks, and the coordination of special projects and events. An employee in a position allocated to this class is responsible for planning, assigning, inspecting and supervising the work of employees involved in plumbing, masonry, carpentry, painting, electrical, air-conditioning, refrigeration and/or electronic door installation, maintenance and repair activities. The incumbent often participates in the more difficult maintenance tasks. Work is performed with considerable independence and is reviewed through conferences, reports and results obtained.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; prepares work schedule and payroll; selects and manages engineers and architects on construction work.

Plans, designs, and reviews construction plans; supervises construction; oversees accounting functions for new construction of City buildings and parks.

Performs contract administration duties, including oversight of contractors and major projects.

Plans, schedules, and designs maintenance; inspects buildings for condition and safety; inspects and repairs playground equipment, parking lots, and sidewalks; inspects fire safety systems and audio-visual/communications equipment.

Performs budgeting and accounting functions for Facilities Management, including cost estimating and construction financing.

Prepares and manages facility maintenance budget and grants; projects expenditures, monitors and tracks expenditures; monitors inventory and purchases authorized supplies and equipment.

Prepares and monitors contractual services and vendors.

Prepares, plans, and reviews building designs and space usage; prepares bid documents; coordinates moves and remodeling.

Schedules and supervises personnel in a variety of areas including plumbing, masonry, carpentry, painting, electrical, air-conditioning and refrigeration and electronic door maintenance.

Inspects work in progress and upon completion for adherence to job specifications, fire codes, building codes, safety and material waste.

Participates in special projects, galas, parades, and meetings.

Maintains detailed records, data, and history on City facilities.

Selects materials and equipment; prepares purchase orders; determines long-term equipment replacement.

Keeps abreast of legislative regulations and assure compliance with codes, records, regulations, statutes, and permits. This position is on call 24 hours a day, 7 days a week and is expected to respond to the worksite after hours and on weekends when necessary.

ADDITIONAL FUNCTIONS

Performs other related duties as required.

  • Associate's degree from an accredited college or university or an accredited technical/vocational degree or related field and four (4) years of experience in building management, mechanical trades, and construction; or any equivalent combination of training and experience.
  • Three (3) years of supervisory or lead experience in facilities management or building maintenance.
  • Possess [or able to obtain within fourteen (14) days of hire] and maintain a valid Florida driver's license.

Preferred Qualifications

  • Previous experience in purchasing and contract management in the public sector.
  • Previous experience with City's Enterprise Software
  • Previous HVAC trade experience

Ability to perform skilled facilities maintenance and repair work in a diverse range of trade areas including HVAC systems and controls, plumbing, electrical, custodial services, carpentry.

Ability to manage contracted services.

Ability to review work to be performed and identify resources necessary to complete the work.

Ability to monitor and enforce laws, regulations, policies, and procedures.

Ability to respond appropriately to changing situations.

Ability to understand, interpret, and apply all relevant laws, codes, regulations, policies, and procedures.

Ability to manage budget development, monitor program revenue and expenses, and maintain accurate financial records and reports.

Ability to perform grant writing and management.

Ability to make presentations.

Ability to independently organize work, set priorities, meet deadlines, and follow up on assignments.

Ability to provide strong customer service skills and establish, maintain, and foster positive and effective working relationships.

PHYSICAL AND SENSORY REQUIREMENTS / ENVIRONMENTAL FACTORS

Physical Ability: Tasks require the ability to exert heavy physical eff ort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of objects and materials 50 pounds. May occasionally involve heavier objects and materials (50 pounds).

Sensory Requirements: Tasks require the ability to perceive and discriminate sounds, depth, and visual cues or signals. Tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature and noise extremes, machinery, vibrations, and toxic agents.
