Duties Description The incumbent in this position will assist in leading the Survey/Right-of-Way Mapping Unit. Duties include, but are not limited to:

  • Exercising independent professional judgment as a Department expert on complex highway or state land boundary determinations
  • Establishing standards and procedures utilized in the Land Surveying profession and pursuing technological and procedural advances that would increase the efficiency of operations
  • Managing project schedule priorities and staff or consultant resources that are necessary to produce the Right of Way Mapping program and ensuring quality assurance of related products
  • Providing administrative supervision, professional guidance, and technical direction to staff
  • Signing and sealing Right of Way Acquisition maps and other related documents
  • Assisting the Attorney General's Office in case preparation and testifying as an expert witness
  • Coordinating Work Zone Traffic Control procedures and contracts

At the time of appointment and continuously thereafter candidates must be able to demonstrate their ability to meet the travel requirements of the position by maintaining a valid license to operate a motor vehicle in New York State or having access to reliable transportation.

Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:

Promotional:

You must have a New York State Land Surveyor's License and current registration AND be a qualified employee of New York State AND have had one year of permanent competitive or 55-b/55-c service as follows: Assistant Land Surveyor.

Open Competitive:

You must have a New York State Land Surveyor's License and current registration.

Note: Appointees will be required to have a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments *This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The starting salary for this position is $116,534. This amount is comprised of an increased hiring rate of $103,034 with an additional geographic pay differential up to $13,500, specific to this title and location.

The maximum compensation for this position is $128,752. This amount is comprised of the standard job rate of $115,252 with an additional geographic pay differential of $13,500, specific to this title and location.

In addition, a Mid-Hudson Adjustment of $2,000 or a Downstate Adjustment of $4,000 may also apply depending on the location of the position.
