Position Summary:

Plans, organizes and directs implementation of all phases of multiple facility projects in accordance with the principles, practices, tools and techniques prescribed in PMBOK guide.

Position Key Accountabilities:

Essential Functions

  • Provides expertise on multiple, small facility projects including: plant/program adaptation, capital renewal, energy conservation, and deferred maintenance project.
  • Responsible for life cycle planning, scope planning, definition and management, work breakdown structure, cost estimating, preliminary engineering and architectural design, project execution including detailed design, project time, cost, quality, HR, change, communication, risk, procurement and construction management.
  • Ensures project controls, tracking and performance measurement, reporting and product delivery objectives are met.
  • Coordinates project team representatives during design and execution project plans.
  • Responsible for bidding, negotiating, and implementing all contracts required to support the assigned project. Maintains and monitors the project budget.
  • Manages, monitors and evaluates project control including: scheduling requirements, operational impact and resources allocation.
  • Ensures compliance with all federal state, local and UT System regulations regarding construction design and maintenance.
  • Determines the most effective and efficient project delivery methods.
  • Utilizes the principles, practices, tools and techniques set forth in the PMBOK guide, published by the Project Management Institute, Inc.
  • Performs other duties as assigned.

Certification/Skills:

  • Project Management Professional (PMP) by Project Management Institute (PMI) preferred or
  • Registered Architect by Texas Board of Architectural Examiners (TBAE) preferred or
  • Professional Engineer License (PE) by National Council of Examiners for Engineering and Surveying (NCEES) preferred

Minimum Education:

Bachelor's Degree in engineering, architecture, construction management, construction science or related disciplines required.

Minimum Experience:

5 years of experience working with multiple small facility projects including plant/program adaptation, capital renewal, energy conservation, and deferred maintenance projects required.

Physical Requirements:

Exerts up to 50 pounds of force occasionally and/or up to 20 pounds frequently and/or up to 10 pounds constantly to move objects.

Security Sensitive:

This position is a security-sensitive position pursuant to Texas Education Code 51.215 and Texas Government Code 411.094. To the extent that a position requires the holder to research, work on, or have access to critical infrastructure as defined in Texas Business and Commerce Code 117.001(2), the ability to maintain the security or integrity of the infrastructure is a minimum qualification to be hired for and to continue to be employed in that position. Personnel in such positions, and similarly situated state contractors, will be routinely reviewed to determine whether things such as criminal history or continuous connections to the government or political apparatus of a foreign adversary might prevent the applicant, employee, or contractor from being able to maintain the security or integrity of the infrastructure. A foreign adversary is a nation listed in 15 C.F.R. 791.4.

Residency Requirement:

Employees must permanently reside and work in the State of Texas.
