This position manages the work of a unit responsible for the inspection of buildings, other structures, and/or devices in the assigned discipline/s for conformity with NYC Construction Codes, Department rules, other pertinent laws and rules, and approved plans and specifications.

Under direction:

  • Managing inspectorial staff within Existing Buildings Compliance (EBC).
  • Implementing and supervising the process for all related field inspections, including special inspections, and the processing of all reports generated from inspections such as route sheets, complaint work orders, violation reports, vehicle logs and expense sheets.
  • Reviewing violation notices, inspection checklists, and other relevant enforcement documentation to ensure that all requirements are met.
  • Ensuring all field inspectors demonstrate code knowledge, procedural knowledge, thoroughness, and professionalism. Address training needs when necessary.
  • Ensuring the public is treated in a professional, courteous, and respectful manner by the unit's inspectors. Making recommendation for disciplinary actions when appropriate.
  • Conducting annual performance evaluations and quality assurance (QA) reviews.
  • Ensuring that the inspectors can defend their enforcement action in court by providing expert and well-prepared testimony.
  • Reviewing and analyzing relevant Departmental productivity reports and attending managerial meetings to respond to inquiries related to the performance of the unit.
  • Meeting, on a routine basis, with inspectors to resolve any concerns about their duties as well as agency policies and procedures. Ensuring all policies and procedures for the unit are implemented.
  • Performing fieldwork as necessary, which will include responding to emergencies, performing inspections, quality assurance and field supervision.
  • Supervising Inspectors by working independently to prioritize assign and coordinate workflow ensuring timely achievement of unit goals.
  • Responding to emergencies 24/7 and providing accurate and appropriate technical information to emergency personnel.
  • Overseeing the training of newly assigned inspectors.
  • Ensuring subordinate's reports are accurate, legally sufficient, and technically sound, as well as maintaining reports as required.
  • Performing technical work in the inspection of construction, specifically major building, demolition, retaining walls, forensic engineering, structurally compromised buildings, and new construction, to ensure conformance with the New York City Construction Codes, standards, plans and specifications.
  • Issuing violations for non-compliance.
  • Preparing accurate inspection reports
  • Responding to telephone and in-person inquiries.
  • Accurately and professionally providing expert testimony at administrative and criminal court hearings.
  • Performance of field sampling and testing of fresh concrete
  • Prepare reports for the EBC executive staff to assist in enforcement actions.
  • Coordinate with Chief Compliance Officer and Director of Facades & Local Law regarding technical training provided to inspectorial staff.
  • May operate a motor vehicle in the performance of assigned duties.
  • Additional duties and projects as requested by Assistant Commissioner and/or Executive Engineer of EBC.

REMOTE WORK

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

ADM INSPECTOR (BUILDINGS) NM - 1007A

Minimum Qualifications

  1. Seven years of full-time satisfactory experience working at a construction trade or working as an inspector of construction, hoists and rigging, plumbing, boilers, or elevators; at least 18 months of which must have been in a managerial or administrative capacity; or

  2. At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, and a license as a professional engineer or registered architect issued pursuant to the education law; or

3.Education and/or experience which is equivalent to "1" above. All candidates must have at least 2 years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. One year of experience will be credited for each year of apprenticeship in the construction trades or building inspection up to a maximum of three years of the general experience. Education towards a degree in architecture, architectural technology, construction management, engineering, engineering technology, or a related field from an accredited college or university will be credited on the basis of 30 credits for one year of experience, up to a maximum of four years of the general experience. One year of experience will be credited for each year of formal training or education in a field of study relevant to the construction trades up to a maximum of two years of the general experience.

Preferred Skills

  • Experience using DOB NOW Safety and DOB NOW Inspections. - Certification to perform concrete field and laboratory testing by the American Concrete Institute. - Strong managerial skills, including leadership, organizational and communication skills. - Experience in construction inspections and knowledge of the NYC Construction Codes. - Formal training or education in architecture, engineering, or site safety. - Experience in reading and interpreting construction plans. - Knowledge of high-rise construction or demolition operations - Strong computer skills including the use of Microsoft applications
