POSITION SUMMARY

Based out of the Downtown Maintenance & Beautification Division, this position supervises and performs facility and grounds maintenance responsibilities and overall operations at River View Park, River View Trail, Fort Hill Park, Dolly Graham Park / Fantasy Forest, Todd Park in the Bellepoint neighborhood, the Thorobred Trail Linear Park, and the St. Clair Mall area. Also includes general maintenance of the Capital City Museum as well as multiple landscaping areas downtown. Responsible for supervising & managing multiple employees involved in parks maintenance / grounds area. Performs routine &/or semi-skilled labor in maintenance of park grounds; including the operation, maintenance and repair of mowing and excavating equipment or tools, mowing grass, carpentry work, plumbing work, outdoor nature trail construction and maintenance, park safety and facility inspections, and other duties. A key aspect of this position is supervising and ensuring all downtown landscaping areas are maintained to a high standard. Will be responsible for application of pesticides, herbicides or other similar duties which requires advanced knowledge or skills and proper certifications; and performs other duties as needed. This position also will assist and perform work at other various parks throughout the city as needed at the direction of the Deputy Director and/or Director of Parks. Provide support to other park maintenance supervisors at various parks with special maintenance needs & improvement projects as needed.

ESSENTIAL FUNCTIONS

  • Supervise grounds and facility maintenance operations and beautification efforts as well as provide general daily maintenance supervision and support at multiple parks and city facilities in the downtown area.
  • Manages and supervises small to large scale maintenance, repairs, landscaping/garden areas, improvement projects and new construction at downtown parks, facilities & city areas.
  • Assigns work, supervises, trains and performs performance evaluations of park maintenance personnel.
  • Recruits, interviews and hires/fires part-time/seasonal employees for maintenance downtown.
  • Inspects work performed by employees for proper and adequate completion.
  • Regularly performs safety, cleanliness and maintenance inspections of playgrounds, shelters, restrooms, ball courts (basketball, pickleball, etc.), sidewalks/walkways, roads, trails and other park grounds and facilities according to policy, completes and submits proper inspection forms to the main office. Report any major issues to the park office and make any necessary repairs needed or take corrective action.
  • Assigns use of and has custody and responsibility of keeping track of tools and equipment.
  • Responsible for payroll/timesheet records and supervises part-time and seasonal workers.
  • Mows grass with riding/zero turn and push mowers, picks up litter, storm debris and other ground clutter.
  • Performs overall landscaping and beautification maintenance including but not limited to planting shrubbery, trees, and flowers, seeds, lays sod, fertilizers and waters grounds; rids grounds of weeds and unsightly vegetation by pulling or spraying weeds, operating a weed-eater, trimming trees, raking leaves and hauling debris.
  • Supervises the beautification, maintenance and planting of the following landscaping areas: St. Clair St, Broadway St., West Main Street, Wilkinson Blvd., 2nd Street, Sullivan Parking Garage, City Hall, IT offices, Public Safety building, City Transit Center, Bridge St., 4th St., and the East and West city entrance signs. These areas are subject to change and labor and materials may be contracted out and/or work performed by city staff.
  • Cleans and sanitizes restrooms, picnic shelters, and other buildings and grounds, replaces light bulbs, empties trash, sweeps and mops floors and other cleaning procedures.
  • Paints and assists in repairing, constructing and remodeling buildings, restrooms, shelters/pavilions, offices and storehouses.
  • Ensures the maintenance facility and offices are well organized, clean, safe for employees, and meets all city and OSHA safety requirements.
  • Winterizes and summarizes restrooms, pipes and unstops clogged drains and various other plumbing items.
  • Builds, installs, and/or paints playground equipment, trash receptacles, fences, tables, etc..
  • Assists with maintaining pickleball courts, basketball courts and other outdoor playing surfaces and equipment.
  • Performs general service and preventive maintenance work on vehicles and equipment; pumps gas, washes and paints equipment and vehicles, replacing mowing blades, batteries, wiper blades and headlights, checks fluid levels and tires, changes spark plugs, clean carburetors, and greases bearings.
  • Diagnoses and repairs minor equipment malfunctions, forwards major repairs to city
  • Operates dump and pick-up trucks, grades, tractors, paint stripers, riding/zero turn and push mowers, drills, circular, concrete, jig and hand saws, paint guns and grinders; climbs ladders and utilizes various other hand and power tools and equipment.
  • Loads and unloads equipment, fertilizer and debris.
  • Completes work and purchase orders, inventory and other forms. Use an online/electronic work order system and follow up on all work orders and ensure proper completion.
  • Assist with determining planting dates and select sprays and fertilizers.
  • Supervises and manages the operations and the environmental protection of all downtown parks.
  • Enforces park rules and regulations for the safety of visitors and the maintenance and preservation of park areas.
  • Performs maintenance of small and large trees in park areas and works with the City Arborist to manage and maintain forest areas for safety and overall tree health.
  • Work in conjunction with the city's Public Works Department on snow and ice removal as needed downtown on sidewalks, ADA ramps, etc. specifically St. Clair Street Mall, City Hall and the Public Safety Building. But in other areas as needed.
  • Assist with special maintenance projects and operations as well as provide general daily maintenance support at various parks throughout the city, at the request of the parks director, deputy director or other maintenance supervisors.
  • Assist other parks staff at special events with setup, event operations, and clean up in the city and parks as needed.
  • Works in partnership with downtown special event organizers (Downtown Frankfort Inc. (DFI), Chamber of Commerce, etc.) as well as the city's Special Event Supervisor to assist with downtown special events that are sponsored by or in partnership with the city. Responsibilities include, but not limited to, assisting with setup, take down, clean up, planning, promotion, implementation, safety, etc. of events. Events include, but not limited to, Bourbon on the Banks, Candlelight Holiday Celebration, Downtown Concert Series, and others.
  • Decorates the downtown area for the holidays. Lights, garland, bows, flags, etc. Coordinates and supervises the installation, decorating, dismantling and storage of the city's Christmas tree each year.
  • Supervises the general maintenance of the Capital City Museum. Outside grounds including landscaping, weed management, lighting, access / regress, snow / ice removal, etc. Assist with minor interior and exterior building maintenance items including, but not limited to, restroom maintenance, minor HVAC repairs, minor exhibit building, repairs and maintenance, doors / windows, flooring, steps / railings, etc. Any major maintenance tasks beyond the scope of expertise should be contracted out with a qualified contractor (plumber, electrician, etc.) or assisted by other museum staff and/or parks maintenance supervisors.
  • Performs other related work and special projects as directed or required.

SPECIAL REQUIREMENTS

Must possess and maintain a valid driver's license. Within 120 days of appointment of this position, the employee should obtain a Kentucky Applicator Pesticide/Herbicide license. The pesticide/herbicide license should be possessed and maintained for the employee to remain in the position. Other certifications (Certified Playground Safety Inspector, Aquatic Facility Operator, etc.) may be required if deemed necessary to job function.

WORK EXPERIENCE REQUIREMENTS

Four years of experience in parks and/or facility grounds maintenance, landscaping, construction and other related fields preferred.

EDUCATION REQUIREMENTS

High School Graduate or equivalent.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

Work is performed in both indoors and outdoors, mostly outdoors, regardless of weather conditions; work includes sitting, standing, stooping, walking, using ladders, operating power equipment, and lifting objects of more than 50 lbs. Exposed to weather, noise, and machinery (including its moving parts). Also may be exposed to fumes, chemicals and toxic substances. The position has typical set hours Monday through Friday, however there are multiple occasions where night and weekend work will be required and is an essential part of this position.
