The Civil Engineer III (CEIII) of the Solid Waste Diversion and Disposal Division performs Engineering Support Services at a senior level under the supervision of the Division Engineering Supervisor.

This position is responsible for project planning, implementation, and construction of projects in support of the 3 operating divisions as well as 5 closed landfills. The projects include disposal capacity at the SR85 Landfill as well as infrastructure such as roads, drainage, water supply, site security, and gas flare system.

Projects also include similar infrastructure and repairs of the 2 waste transfer stations. In the foreseeable future capital projects will also include upgrading the recycling equipment at the North Gateway Transfer Station. This position will supervise a CEII and Solid Waste Analyst who both support the business function of the Engineering Support Services. The CEIII and other team members goals include providing excellent engineering services and recommendations in support of the business goals of the operating divisions.

Additional duties include:

  • Assisting with the review of storm water conveyance assets design plans.
  • Reviewing and interpreting plans and drawings.
  • Producing cost estimates.
  • Producing and interpreting project specifications.
  • Advising on technical aspects of project design and construction documents.
  • Writing correspondence to vendors.
  • Reviewing construction document submittals.
  • Material submittals and pay estimates.
  • Preparing documentation for City staff and management.

SALARY

Pay and Hiring Range: $113,193.00 to $131,040.00 annually.

Pay Range Explanation: Pay range is the entire compensation range for the position classification. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

Internal Only: Please understand that this is pay grade 069. If selected, your salary offer will be based on the applicable promotion or demotion worksheet in accordance with the City Pay Ordinance.

  • Promotions occur when the last two digits of the pay grade increase.
  • Demotions occur when the last two digits of the pay grade decrease.
  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

MINIMUM QUALIFICATIONS

  • Four years of experience in the practice of civil engineering or architecture, including one year of experience supervising professional and technical staff.
  • AND Bachelor's degree in civil engineering or a related engineering degree.
  • AND Professional Engineering (P.E.) in Civil Engineering or the ability to obtain the P.E. within the 12-month probationary period.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

PREFERRED QUALIFICATIONS

The minimum qualifications listed above, plus:

  • Advanced Degree (MSE, MBA, or PhD).
  • Project Management Training Class or Certificate.
  • Preparation of Environmental Permit applications.
  • Five years of experience in the following areas:
  • Municipal solid waste engineering.
  • Solid or hazardous waste rules and regulations.
  • General civil engineering experience.
  • General environmental engineering.

Experience with:

  • Two years in project management with complex capital improvement projects.
  • Two years of managing consultants and contractor staff for CIP projects.
  • Civil Engineering design related to construction on municipal facilities.
  • Three years of water/wastewater engineering design, plan review, inspection, construction or project management.
