Job Description:

Join the Oregon Department of Land Conservation and Development (DLCD) as a Housing Planner in our Housing Services Division! This new position was created by the passage of House Bill 2258 to lead projects. Projects include: 1) directing technical assistance, review, and enforcement for required housing planning activities for cities in Oregon with population greater than 10,000 and Washington, Clackamas, and Tillamook Counties; and 2) co-facilitating rulemaking activities related to updating Oregon Administrative Rules (OARs) regulating the development of middle housing and other housing types. This position is situated within the Housing Divisions Urbanization Wing which maintains the deep connection between planning for housing needs and urban growth. The person in this position will also work closely with the other sections of the Division to operationalize the elements of the Statewide Planning Goal 10 Housing program.

The occupant will use research and analysis to work with local governments in adopting and amending land use plans and codes involving housing to minimize and eliminate negative impacts on marginalized communities. It is advantageous for the occupant of this position to have lived or professional experience serving individuals from these historically and current underserved and under-resourced communities.

A day in the life. As the new Housing Planner you will:

  • Provide direct technical assistance, guidance, and expertise to local governments related to Statewide Planning Goal 10 Housing and their obligations to provide land for needed housing;
  • Lead rulemaking efforts to review and, where appropriate, amend Oregon Administrative Rules related to implementing the Oregon Homes program adopted under HB 2258. This rulemaking includes close coordination with the Department of Consumer and Business Services, other DLCD Division staff, and interested parties.
  • Research policy issues related to site planning, land use review, and housing development;
  • Review and commenting on the work of technical consultants on these issues;
  • Coordinate with interested parties, other state agencies, and local governments on these issues particularly in a rulemaking context; and
  • Assist with discussions and presentations on these issues to the public, the Land Conservation and Development Commission, professional groups, local governments, and the Oregon Legislature.
  • Determine plans, strategies, and agency policy regarding implementation of legislative directives regarding housing capacity analyses, buildable lands inventories, development-readiness planning, urbanization, and growth management.

Minimum Qualifications

A bachelor's degree in urban or Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field AND three years of progressively responsible planning experience related to the job;

OR

Note: A masters degree in Regional Planning, Public Administration, Social Science, Civil Engineering, Architecture, Economics, Geography or a related field may substitute for one (1) year of experience.

Six years of planning experience related to the job;

OR

An equivalent combination of relevant education, training, and experience.

  • Ability to solve a variety of planning problems relating to implementing statutory and administrative rule provisions for sufficient housing supply, sufficient affordable housing supply, and increased equity of housing outcomes for historically underserved and under-resourced communities.
  • Through education and experience, knowledge of housing issues and problems at the local, state, and national level to the assigned work.
  • Education and experience to determine appropriate methods of research for individual projects
  • Proficiency in writing to prepare technical memos, formal correspondence, bulletins, model ordinances, and other explanations to assist local governments.
  • Oral presentation skills sufficient to conduct or assist in conducting training sessions, technical workshops, and public forums.
  • Ability to develop and maintain relationships with community and regional leaders to identify and resolve problems or issues involving housing that DLCD can reactively or proactively address.
  • Lived or professional experience serving individuals from historically and currently underserved and under-resourced communities.
  • Spanish language fluency. Individuals with fluency in other languages are also encouraged to apply.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is a PERS participating member, they will have the base salary increased by 6.95% and pay the 6% employee contribution to PERS. Successful candidates who are not yet a PERS participating member, will receive the 6.95% pay increase and begin the 6% employee contribution upon participating in PERS. DLCD employees are eligible for step increases on an annual basis, up to the top of the classification salary range.
