Description:

The Associate Civil Engineer is responsible for performing entry level technical eng ineering analysis and calculations, re view and prepare designs , plans, and pr oject specifications . Inspect construction and record observations . Perform computer-aided-mod eling as require d . Perform engineering activities and construction management rela ted to the Capital Improvement Program, roadway, traffic operations, and stormwater drainage projects.

The Civil Engineer is responsible for designing and managing roadway, bridge, drainage, and/or traffic construction projects rel ated to the Capital Improvement Program , conducti ng traffic and other des ign related studies, and responding to citizen concerns. Provides initial assessment, proposed alternatives, design of complex tra ffi c, construction and maintenance projects. Prepares feasibility analyses, engineering calculations, traffic safety and operations studies, construction plans, cost estimates, construction specifications and construction management for assigned projects. Represents the county at partner agency meetings and development or other plan review.

SCHEDULE:

This position operates on a typical 8-hour five-day work week (Monday-Friday). This position is in person , with field work and in-office work as needed . T his position requires over 70% field work and under 30% office work. The successful candidate must have the ability to drive to various job site locations throughout unincorporated Jefferson County, walk over uneven terrain in a variety of weather conditions, and compare existing site conditions with construction plans.

ESSENTIAL DUTIES:

  • Serve as project manager and project engineer by performing design engineering in compliance with Federal, county and state standards, and policies and procedures. Project types may include roadway improvements, hydraulic design, signage and striping design, and intersection and road safety improvements .

  • Prepare or oversee the preparation of construction plans and specifications or traffic operations work orders .

  • Represent the county in partner agency meetings and development or other plan review .

  • Assist other department sections with their projects using their area of expertise .

  • Coordinate with other county and agency personnel during the design and construction of projects .

  • Address citizen concerns with traffic operations, safety, and other project elements .

  • Conduct field inspection activities during project construction and for maintenance preparation .

  • Review design plans and specifications, and provide input for constructability and maintenance .

  • Inspect contractor work for accuracy and completion according to construction plans/specifications and industry CDOT standards.

  • Participate in review of initial Critical Path Method (CPM) project schedules and evaluate monthly CPM schedule updates .

  • Measure quantities, document work progress, and prepare monthly progress payments . Evaluate and approve change orders and cost estimates with recommendations . Prepare time counts and compare to project schedules. Ensure compliance with applicable local, state and federal regulations for stormwater management and traffic safety .

  • Review construction site traffic controlsand evaluate Methods of Handling Traffic (MHTs) to protect worker and driver safety .

  • Assess site stormwater management plans and inspect erosion control devicesfor payment and compliance with State and Federal regulations. Serve as a representative for the County for assigned project .

  • Coordinate with contractors, construction supervisors, surveyors, Right-of-Way agents, utility companies, and County personnel, during project planning, design, and construction . Coordinate project activities with adjacent stakeholders and traveling public .

  • Other duties and responsibilities as assigned.

Target hiring Range: $75,761.10 - $ 109,853.60

Education: Bachelor of Science in Civil Engineering or related field .

License/Certifications: E ngineer I n T raining (EIT) / Fundamentals of Engineering (FE) at time of hire

Civil Engineer:

Full Salary Range: $88,367.75 - $141,388.40

Target hiring Range: $88,367.75 - $ 128,133.23

Experience: Three years of experience in civil engineer ing , roadw ay construct ion , or related field.

Education: Bachelor of Science in Civil Engineering or related field.

License/Certifications: Professional Engineer License at time of hire

Preferred knowledge, skills and abilities :

  • Educational background with a focus on civil engineering roads, bridges, and drainage, construction project management, traffic engineering, or transportation engineering .

  • Experience using , CarteGraph , Adobe Acrobat Pro, Blue beam, and Microsoft Office Suite (Outlook, Teams, Excel, Word).

  • Experience working in the public sector.

  • Construction plan revie w experience.

  • Passion for roadway design and construction, traffic engineering, and transportation safety .

  • Ability to collaborate with various individuals to solve problems.

  • Understanding of local, state, and federal regulations and design standards.

  • Strong written and oral communication.

  • Demonstrating initiative, innovation, and resiliency.

  • Strong time management and prioritization skills.

  • Ability to work on multiple complex projects at one time.

  • Experience in runn ing meetings with large groups and speaking in front of boards and commissions.
