Examples of Duties
  • Manage County maintenance, renovation, and capital improvement projects by providing comprehensive project management from conception through completion. Responsibilities include developing project specifications, drafting requests for proposals (RFPs), and preparing cost estimates
  • Coordinate and monitor project planning, design, and construction schedules to ensure timely progress and adherence to established timelines and objectives
  • Conduct site inspections and monitor construction activities to verify compliance with project specifications, approved materials, and design standards. Collaborate with contractors to resolve minor issues and escalate significant concerns to the Deputy Director or County Engineer
  • Support the Deputy Director in compiling project documentation, including reports, summaries, and recommendations for review by the County Engineer
  • Develop detailed project plans, specifications, RFPs, and cost estimates under the guidance of the Deputy Director or County Engineer. Collaborate with departmental supervisors to scope and justify capital improvement needs, manage external bid processes, oversee implementation, and serve as a liaison to designers, contractors, regulatory agencies, and local officials
  • Assist the Maintenance Department in diagnosing and resolving technical issues related to building systems and equipment, with a focus on Building Automation Systems (BAS), HVAC, refrigeration, boilers, chillers, and air handling units
  • Provide technical expertise and support for special projects as assigned by the Deputy Director or County Engineer, contributing to efficient planning and problem-solving across the department
Minimum Qualifications Graduation from an accredited two-year college or technical school with a degree in Engineering or related field and three (3) years of experience in drafting or technical engineering support work; or an equivalent combination of education and experience. Knowledge, Skills and Abilities
  • Knowledge of the methods, procedures, and policies of Cumberland County as such pertains to the performance of the essential duties of position
  • Knowledge of principles and practices of providing technical engineering support, drafting and project management
  • Knowledge of the laws, ordinances, standards, and regulations pertaining to the essential duties and responsibilities of the position
  • Knowledge of building code compliance issues required to effectively manage assigned projects. Proficiency in drafting techniques including the use of AutoCAD software and GIS
  • Knowledge of the organization of the department, and of related departments and agencies
  • Knowledge of terminology and related professional languages used within the department as such pertains to work responsibilities
  • Knowledge of the requirements of field inspection, construction techniques and materials
  • Ability to understand the occupational hazards and safety precautions required to perform the essential functions of the work
  • Ability to maintain cooperative and effective relationships with intra- and interdepartmental personnel, as well as any external entities with whom position interacts
  • Ability to operate a motor vehicle

Driving is an essential function of this position. To be considered, you must have a valid driver's license with an acceptable driving record. If your driver's license is from another state, you will be required to obtain and show proof of a valid NC driver's license within 60 days of hire.
