The City of Sumner is recruiting a Mechanic I or Mechanic II depending on qualifications.

This is not an entry-level position. Experience with vehicle and heavy equipment maintenance and repair is required.

  • MECHANIC I: Experience in vehicle and heavy equipment maintenance and repair.
  • MECHANIC II: Three (3) or more years of experience in vehicle and heavy equipment maintenance and repair.

This is a full-time Fair Labor Standards Act overtime non-exempt position. This position is designated as a Safety Sensitive Position. The regular work schedule for this position is Monday through Friday from 7:00am to 3:30pm. Alternative work schedules may be available. Attendance at evening meetings or other off-duty events is not anticipated. The incumbent in this position is not a Civil Service employee. This position is eligible for representation through the Teamsters Local 313.

General Purpose:
This is a technical position that is responsible for all aspects of mechanical duties City wide. Duties encompass all facets of diagnosing, testing, maintenance, repairs of all City vehicles and equipment from both operational and safety standpoints.

Supervision Received:
Work is initially performed under the direction of the Fleet Field Supervisor. However, the employee is expected to perform most assignments independently.

Supervision Exercised:
Supervision is not a normal responsibility in this position. The Mechanic II position may supervise the work of seasonal labor, volunteers or community service workers.

About the Public Works Department:
The Sumner Public Works Department is responsible for maintenance, operations, and capital improvement projects for the City of Sumner facilities, rights-of-way, and water, sewer and stormwater utilities. Through the hard work and efforts of over 50 FTEs, the Department simultaneously manages tens of millions of dollars of capital projects; 120 lane-miles of roadways and adjoining sidewalks, hundreds of miles of wet utilities, well and spring water sources, over 50 stormwater outfalls; and operates the Citys 6.1 MGD (Maximum Month Design Flow) Wastewater Treatment Facility.

MECHANIC I and II:
Listed below are examples of typical duties:

  • Receives and inspects vehicles and equipment as they enter the shop, checking with operators and examining maintenance records such as garage service orders, lubrication service records, mileage records and sign-in/sign-out equipment records.
  • Diagnoses mechanical failure of equipment and assists in the modification of new equipment.
  • Ensures that the shop area is clean and that all City and safety practices are adhered to.
  • Services and lubricates construction equipment.
  • Performs small engine repair and maintenance.
  • Dismantles and reassembles equipment, using hoists and hand tools.
  • Examines, operates, and inspects parts and machines for damage or excessive wear, or defects using micrometers, gauges and other diagnostic tools.
  • Assists in replacement of defective engines and subassemblies, such as transmissions.
  • Tests overhauled equipment to ensure operating efficiency.
  • Welds broken parts and structural members.
  • Performs minor repairs to automobiles, trucks and other automotive vehicles.
  • Repairs or replaces parts, disassembles, cleans, and reassembles various pieces of City equipment.
  • Coordinates repair and maintenance of City generators.
  • Operates power and pneumatic equipment and hand tools.
  • Observes all safety precautions, particularly on work performed on energized equipment and performs manual labor and other related work, as required.
  • Performs various and other related tasks as assigned; i.e. cleaning and washing of vehicles and pressure washing of equipment and general up keep of equipment yard.
  • Performs other duties as requested.
Qualifications

Education and Experience

  • Education equivalent to completion of the twelfth grade
  • Additional training in vehicle and/or heavy equipment repair.
  • MECHANIC I: Experience in vehicle and heavy equipment maintenance and repair.
  • MECHANIC II: Three (3) or more years of experience in vehicle and heavy equipment maintenance and repair.

Necessary Special Requirements
  • Possession of a valid Washington State driver's license.
  • Possession of or ability to obtain a Class "A CDL with a Tanker endorsement within two years of employment.
  • Possession of or ability to obtain standard first-aid/CPR certification within six to twelve months of employment.
  • Possession of or ability to obtain flagging certification within six to twelve months.
  • Possession of a complete set of related mechanic's tools.

Necessary Knowledge, Skills and Abilities
Knowledge of:
  • Modern mechanical procedures, shop procedures and techniques, tools, equipment and machinery used.
  • Construction, operation, repair and maintenance of standard vehicle, heavy equipment and related machinery.
  • Precision gauges, diagnostic equipment, testing equipment and all types of welding and cutting equipment.
  • Occupational hazards and safety precautions applicable to this type of work.

Ability to:
  • Create and fabricate parts and pieces as requested for repairs.
  • Diagnose problems and defects in and repair a wide variety of vehicles and heavy equipment.
  • Communicate effectively, orally and in writing.
  • Establish and maintain effective working relationships with department directors, city employees and vendors.
  • Perform tasks requiring physical strength and agility.
  • Understand and carry out oral and written instructions and to work independently in the performance of routinely assigned duties.
  • Operate power and manual hand tools.

The physical demands/work environment described is representative of those that must be met by an employee to successfully perform the essential functions of the job. Description of Work Environment:
Typically work is performed outdoors in all weather conditions. Usual construction site and maintenance shop working conditions. The noise levels are typical of most construction sites and maintenance shop environments. Fieldwork includes the exposure to noise, nuisance dust, noxious and toxic gases and vapors, traffic, active utility lines and other related construction-type job hazards. Where appropriate, personal protective equipment will be issued to the employee for use, with the employee being trained in its application and use. Exposure to hazards is an integral part of the job. May be required to deal with irate or disgruntled individuals requiring the use of conflict of management skills. Employee is frequently required to perform work in confidence and under pressure for deadlines, and is required to maintain professional composure, tact, patience and courtesy.

Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, mobility, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
