Supervises and performs work for the enforcement of the provisions of the Virginia Uniform Statewide Building Code, USBC

Job Functions

Essential Functions

  1. Supervises Building Inspectors and Plan Reviewers
    1. Assigns inspection and plan review work based on project complexity, time frame and work load
    2. Monitors inspection scheduling
    3. Assigns on-call inspector schedules and participates when needed
    4. Provides direction and guidance to subordinate inspectors
    5. Provides and/or coordinates employee training
    6. Reviews work and evaluates performance
    7. Reviews commercial and residential building plans for new construction, additions, remodeling, etc.
    8. Performs commercial and residential field inspections for new construction, additions, remodeling, etc.
    9. Provides feedback to customers on code issues; forwards code for interpretation to Building Official
    10. Non-essential Functions

      1. Performs a variety of clerical and administrative functions
      2. Attends seminars, workshops and classes to keep abreast of Code changes
      3. Performs related duties as directed

      Qualifications

      Skills, Abilities & Other Requirement s

      • Knowledge of all current and emerging code provisions of the Virginia Uniform Statewide Building Code
      • Ability to detect and locate defective workmanship in construction or repair of buildings
      • Ability to interpret blueprints, diagrams, specifications, codes and building regulations
      • Ability to physically maneuver on scaffolds, structural members and in cramped quarters to accomplish thorough inspections
      • Ability to use a computer in and out of the field
      • Ability to supervise
      • Ability to obtain all required certifications required by the Building Official
      • Ability to maintain all state and ICC required continuing education credits to maintain certifications
      • Ability to use a computer in and out of the field
      • Ability to provide a high level of customer service
      • Ability to establish and maintain effective working relationships with inter- and intra-agency personnel, property owners, building contractors and general public
      • Ability to be in compliant with the Countys Vehicle policy
      • General knowledge of standard office practices and procedures
      • Ability to communicate orally, and in writing
      • Knowledge of accounting procedures and design

      Minimum Qualifications & Experience

      Any combination of education and experience equivalent to a high school graduate (or GED), 3 to 5 years experience in construction work or code enforcement or certified as a Combination Residential Inspector with a minimum of 5 consecutive years experience.

      Special Requirements

      • Must obtain certification as Commercial Building Inspector within 18 months of assignment and Commercial Combination Inspector within 3 years.
      • Must achieve required continuing education units to maintain required DHCD certifications.
      • Must possess and maintain a valid drivers license issued by the Commonwealth of Virginia.

      Internal & External Contacts: Has ongoing contact with both internal & external customers daily.

      Tasks involve the ability to exert moderate, though not constant, physical effort typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Tasks may involve exposure to traffic hazards, dust, fumes, dirt, and vibrations. Ability to distinguish sounds, colors, and odors.
