Bella Vista is located in the NW corner of the state of Arkansas. Our city boasts nearly 100 miles of bicycle/walking trails that wind through beautiful hills and trees and around seven (7) lakes within the city limits. Under the supervision of the Chief Building Official, the Building Inspector shall perform inspections for residential and commercial construction ensuring compliance with City adopted building, energy, mechanical, plumbing, electrical, and fuel gas codes. The position coordinates with the other departmental staff to ensure that buildings, structures, and facilities conform to adopted codes affecting zoning, health, safety, and property laws.

ESSENTIAL DUTIES AND RESPONSIILITIES:

  • Enforces City ordinances relating to safety, health, zoning, signage, storm water run-off, building and energy codes, as well as mechanical, plumbing, electrical and fuel gas codes
  • Conducts on-site inspections of properties for compliance with city codes.
  • Interacts with City personnel and Departments to enforce City ordinances and codes where areas of overlap exist.
  • Reviews building and development plans and permits to ensure conformance with building, energy, electrical, plumbing, mechanical, fuel gas codes.
  • Prepares and maintains records of required inspections in sufficient detail to support action taken including court testimony, if necessary.
  • Communicates code deficiencies to parties concerned and coordinates corrections and changes required for compliance.
  • Assists the Chief Building Official in accomplishing other inspections concerning flood damage prevention, zoning, code enforcement, and other phases of development as needed.
  • Other duties as assigned.

Requirements

  • Ability to work independently and to make sound judgments and decisions.
  • Ability to communicate clearly and effectively both verbally and in writing.
  • Ability to effectively present information, respond to questions, and confer with Departmental user groups.
  • Ability to write routine reports and correspondence.
  • Ability to read and understand maps, legal descriptions, technical drawings, codes and specifications.
  • Basic knowledge of Microsoft Excel, Office, Outlook, and database applications maintained by the City or County.
  • Basic knowledge of Geographic Information System (GIS) applications.
  • Possess a valid driver's license.

Education, experience, certifications

  • High school diploma or general equivalency degree (GED).
  • Three (3) years of experience in a building inspection capacity or applicable building trade preferred.
  • Certification by the Arkansas Department of Health as a Plumbing/Natural Gas Inspector, or ability to obtain such certification preferred but not required.
  • Certification by the Arkansas Department of Health as an HVACR (Heating, Ventilation, Air Conditioning, and Refrigeration) Inspector, or ability to obtain such certification preferred but not required.
  • Certification by the Arkansas Department of Labor as an Electrical Inspector, or ability to obtain such certification preferred but not required.
  • ICC (International Code Council) Residential Building Inspector certification preferred but not required.
  • ICC (International Code Council) Commercial Building Inspector certification preferred but not required.

NOTE: Background verification and drug screen required.

The individual in this position will be required to work both indoors in an office setting and, at times, in harsh outdoor weather through the work day. Must be capable of climbing ladders, stairs, and capable of traversing rough topography with obstacles. The employee frequently is required to stand, walk, and sit. The employee is occasionally required to stoop, kneel, or crouch. The employee must regularly lift and/or move up to 10 pounds, frequently lift and / or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Employee frequently engages in keyboard or typing and operating a personal computer and uses a multi-line phone system.
