Summary Objective

The purpose of this position is to supervise HVAC replacement and mechanical permit issuance activities and HVAC inspections for compliance with building codes, regulations, and ordinances. Exercises supervision over subordinate personnel.

This class works under administrative supervision, reporting major activities through periodic meetings.

Examples of Duties

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

  • Discusses code violations with the public and renders decisions on code disputes.

  • Plans and coordinates inspections and investigations to enforce mechanical/building codes and ordinances.

  • Conducts training in HVAC/mechanical inspection and investigative techniques and procedures.

  • Authorizes HVAC construction and replacement permits, and issues stop work orders, violation notices, random license checks.

  • Reviews HVAC plans and specifications and technical materials, and conducts inspections to enforce building/mechanical codes.

  • Represents the department to government agencies, architects, engineers, builders, contractors, and the public to provide information and answer questions concerning HVAC codes and regulations.

  • Compiles evidence should legal action be taken and testifies in court and at public hearings.

  • Evaluates SOP's, programs, applications, and policies for efficiency/effectiveness and develops/recommends modifications.

  • Performs related work as assigned.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

  • High School Graduation or GED equivalent.

  • Must have a Kentucky Master HVAC Contractor license or Kentucky Certified Building Inspector level II or level III and six (6) years of heating, ventilation and air conditioning inspection, installation, or repair experience.

OTHER MINIMUM REQUIREMENTS

  • Must be certified as a Mechanical Inspector General in the State of Kentucky or obtain within six

(6) months of employment (815 KAR 7:070). Must be certified as a Mechanical Inspector and Plan Reviewer in the State of Kentucky or obtain within six (6) months of employment (815 KAR 7:070).

  • Must possess and maintain a valid state driver's license with an acceptable driving history.

PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

  • Climbing stairs; accessing confined spaces, including crawl spaces, attics without solid floors; accessing roof tops.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • Involves routine and frequent exposure to:

  • Bright/dim light; Dusts and pollen.

  • Extreme heat and/or cold; Wet or humid conditions.

  • Extreme noise levels, Animals/wildlife.

  • Vibration; Fumes and/or noxious odors.

  • Traffic; Moving machinery.

  • Electrical shock; Heights.

  • Radiation; Disease/pathogens.
