POSITION SUMMARY:
The Emergency Response Supervisor Marine is responsible for the management and execution of emergency spill responses and environmental projects across a designated region for vessel and facility clients . This individual is on-call 24/7 and serves as the primary point of contact during incidents , ensuring rapid mobilization of resources and compliance with all federal, state, tribal, and local regulations.

The Emergency Response Supervisor collaborates closely with agencies such as the U.S. Coast Guard, EPA, BSEE, state environmental departments, and DoD , sometimes operating within a Unified Command structure under the Incident Command System (ICS) . The supervisor manages and activates the Independent Contractor Network (ICN) and leverages Republic Services internal Emergency Response, Industrial Services, Transportation, and Disposal assets to deliver safe, compliant, and efficient response operations.

This role also plays a key role in client preparedness through training, table-top exercises (TTX), site visits, and ongoing relationship development. The Emergency Response Supervisor serves as a trusted advisor , building client confidence and helping expand NRCs market presence.

PRINCIPAL RESPONSIBILITIES:

  • Deploy immediately in response to marine and facility incidents; manage the full scope of response including planning, logistics, and contractor oversight.
  • Manages and activates NRCs Independent Contractor Network (ICN) to ensure timely and effective deployment of subcontractors and resources.
  • Maintain close coordination with regulatory agencies (USCG, EPA, BSEE, state, and tribal) to ensure compliance with all environmental and operational requirements.
  • Utilize NRCs internal network of services (ER, industrial, transportation, and disposal) to support field operations and client needs.
  • Conduct client site visits , document service updates, and identify opportunities to enhance service delivery and expand business relationships.
  • Lead and participate in Tabletop Exercises (TTX) , spill drills, and client training sessions to maintain preparedness and client engagement.
  • Provide subject matter expertise in oil spill response and environmental regulations including OPA-90, RCRA, PREP, and applicable state programs.
  • Ensure all field operations adhere to NRCs health and safety protocols ; review job hazard analyses, validate subcontractor certifications, and monitor ongoing compliance.
  • Collaborate with sales and client services teams to support retention, expansion, and solution development for existing and prospective clients.
  • Maintain detailed and timely documentation of response activities, client interactions, and regulatory engagements.
  • QUALIFICATIONS:

  • Minimum 5 years of experience in emergency response, spill management, or environmental services in a leadership or supervisory role.
  • Proven experience operating within the Incident Command System (ICS) and familiarity with Unified Command structures .
  • In-depth knowledge of federal and state environmental regulations including OPA-90 and PREP guidelines.
  • Strong leadership and decision-making skills, especially under pressure and in dynamic, real-time incident environments.
  • Ability to interpret and apply complex regulatory standards and client contract requirements in high-stakes field scenarios.
  • Excellent organizational, communication, and client service skills with the ability to manage multiple priorities.
  • Proficiency with Microsoft Office Suite (Excel, Word, PowerPoint); knowledge of environmental response software a plus.
  • Ability to travel frequently and respond on short notice, including after-hours, weekends, and holidays.
  • Valid drivers license and ability to obtain or maintain required safety certifications.
