YOUR PURPOSE

Performs responsible technical and administrative work assisting the Solid Waste Collection Superintendent in overseeing the solid waste collection activities for the City; does related work as required. Work is performed under the general supervision of the Solid Waste Collection Superintendent. Limited Supervision is exercised over all division personnel.

Essential Tasks

WHAT YOU'LL DO

  • Supervises administration over the solid waste collection program for the City (Municipal solid waste, recycling, yard waste, bulk items);
  • Provides leadership and guidance to the Environmental Services Division by providing long range planning, direction, organization, scheduling, staffing, Markets;
  • Assists and coordinates with any storm event within the City, as required;
  • Provides for safety, technical and employee development training and ensures implementation within the Division and ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.

Qualifications

REQUIRED QUALIFICATIONS

  • Possess a CDL A or B
  • Bachelors or Associates degree with five (5) years of related experience or High School Diploma with eight (8) years of related experience.
  • Assigns and supervises the work of semi-skilled and/or skilled workers and equipment operators in the solid waste collection program for the City (municipal solid waste, recycling, yard waste, bulk items); from residents and small businesses.
  • Inspects work in progress to assure conformance with instructions.
  • Assists with hiring new employees, preforms administrative duties - evaluations, work plans, disciplinary actions, promotions, maintains personnel and payroll records and authorizes necessary overtime and leave time.
  • Communicates with personnel concerning problems relating to the job and recommends solutions.
  • Oversees and participates in the performance of after-hours emergency activities.
  • Communicates division goals and objectives to employees.
  • Facilitates the resolution of employee and customer complaints.
  • Assists the superintendent establishing work procedures and standards for the division.
  • Receives and responds to citizen inquiries and complaints.
  • Presents information to superintendent via reports, memos, and presentations.
  • Assists the superintendent in preparing new equipment specifications.
  • Assist the superintendent in preparation of budget and monitors expenditures.
  • Operates two-way radio to communicate with office staff, supervisors and other departments.
  • Assists in maintaining Mobile Work Order system and interfaces information with Customer Relationship Management and Billing Systems.
  • Serves as an information resource on all solid waste management practices for customers, small businesses and homeowner associations.
  • Coordinates and approves leave time for division personnel when required.
  • Provides instructions on safe use of equipment and enforces the safe work policy.
  • Oversees routing requirements, house counts and recycling set-out rates yearly.
  • Serves as Acting Superintendent when so designated.
  • Ensures that all work is performed in accordance with OSHA and City Safety Standards and Policies.

Physical Requirements

Light to Medium Work:

  • Exerting up to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • Physical requirements include sitting, walking, reaching, standing, lifting, bending and stretching.
  • There is significant use of arms, hands, legs and feet.

Reaching, Handling, and Fingering:

  • Extending the hand(s) and arm(s) in any direction, but normally to the front or side.
  • Seizing, holding, grasping, turning, or otherwise working with hand(s).
  • Picking, pinching, or otherwise working with the fingers primarily rather than the whole hand or arm as in handling. All Requirements for this position.

Talking and/or Hearing:

  • Expressing or exchanging ideas by means of spoken word.
  • Perceiving nature of sounds by ear.

Necessary to converse with supervisor, other employees, property owners and the general public in person and by telephone.

  • Must be able to hear over noise of operating motors and equipment to give directives or respond to employees' questions.

Seeing:

  • The ability to perceive the nature of objects by the eye. Recommended guidelines for visions are:
  • Acuity, far - Clarity of vision at 20 feet or more - Must be able to see workers, equipment, vehicles and pedestrians from a distance for safety reasons when directing employees operating equipment. Both eyes 20-25 -R 20/25 - L 20/25 corrected.
  • Acuity, near - Clarity of vision at 20 inches or less - Must be able to see tools, paperwork, radio and other work aids close at hand. Both eyes 20/25 corrected.
  • Depth Perception - Three-dimensional vision - Ability to judge distance and space relationships to see objects where and as they actually are. Must be able to judge distances to use both hands in performing different tasks at the same time and to judge distances to ensure safety of employees and public. Depth Perception - four (4).
  • Field of Vision - Area that can be seen up and down or to right or left while eyes are fixed on a given point - Must be able to see wide span of area to cover traffic and people entering and leaving the work area to ensure safety.
  • Accommodation - Adjustment of lens of eye to bring an object into sharp focus. This item is especially important when doing near-point work at varying distance from eye. Must be able to adjust the eye lens to glance quickly from operation of the immediate work area to people or other equipment which are located at varying distances.

  • Ability to apply principles of logical thinking to work tasks and handle practical and/or emergency situations and requests made by supervisor and general public.
  • Ability to comprehend and respond to a variety of situations in an expedient manner.
  • Ability to understand and follow oral and written directives and perform the relative tasks.
  • As a supervisor, must be able to make responsible decisions so good judgment is extremely important.

Mathematics Ability

  • Using Mathematics: Ability to use mathematics to count, figure and calculate for the divisional budget, verify work time records, figure schedules
  • Ability to estimate costs and time required for tasks and document actual.
  • Developing and managing capital and operational budgets is key in this position.

Language Ability

  • Read: Ability to read and comprehend operators' manuals, environmental manuals, safety rules and regulations, City Personnel Resolution and handbooks, instructions, directions and other documents relating to job.

  • Must be able to read, interpret, and comprehend highly technical data, reports, regulations, and other information pertaining to solid waste collection.

  • Write: Ability to write instructions and/or directives as received, notes pertaining to the job, completed assignments on a work log, report information, schedules, requisitions, and records of work time and materials used.

  • Must be able to write technical, budgetary, and operational reports, letters, memorandums, and other information pertaining to the operation and management of solid waste collection.

  • Speak: Ability to be conversant in voice and diction to participate in discussions with supervisor, subordinates, other employees and especially with the general public.

  • Must be able to communicate clearly and rapidly during emergency situations both in person and by two-way radio.

  • Must be able to speak and communicate clearly in front of employees, staff, management, City Council and other groups.

Environmental Conditions

  • Physical Surroundings

  • The Worker is subject to Inside and Outside Environmental Conditions.

  • Protection from weather conditions but not necessarily from temperature changes.

  • Worker will be exposed to rain, sleet, ice, snow, high winds, flooding and fog.

  • May have to go into unsanitary areas and be in areas with offensive odors.

  • May be required to maneuver over uneven terrain.

  • Will be required to work/observation in all types of weather elements.

  • Hazards

  • Employee will be exposed to municipal solid waste, yard waste, recyclables, traffic, water, debris, dust, dirt, mud, wet conditions, falling articles, needles, and insects, etc. and may be subject to be in confined spaces.

  • Must negotiate uneven terrain.

  • Must sometimes work within areas which are in a dangerous condition.

  • Work is subject to final standards of OSHA on bloodborne pathogens.

  • City vehicle, solid waste collection truck(s), computer, hardware, software, two-way radio, telephone, budget, goals and objectives, report information, federal and state guidelines, City Personnel Resolution, APWA journal, environmental journal, calculator, pens, pencils, copy machine(s), printer, code books, technical manuals, and other work aids relative to the position.
