About Us:

The Street Maintenance Division is part of the Transportation Department at the City of Raleigh. Our engineers, inspectors, crews and coordinators are responsible for inspecting, maintaining and improving the physical infrastructure that keeps Raleigh moving including streets, sidewalks, curb ramps, right-of-way and water/sewer for new development.

This position oversees and supervises the citys development inspections team for new private development activities within City of Raleigh limits. Inspections supervised include new subdivisions, commercial sites, residential improvements within city right of way, utility connections, pedestrian improvements, new streets & sidewalks, and other associated items. Youll join a collaborative team that works closely with other city departments, private contractors & developers, inspectors, engineering consultants and other city divisions to manage the installation/improvement of public infrastructure within the City of Raleigh.

  • Lead and coordinate the Development Infrastructure Inspections Unit, including lower-level inspections coordinators and field level senior inspectors. Other duties as assigned as part of Street Maintenance Division leadership team
  • Respond to inquiries from staff, contractors, developers, and engineers via phone, email, service requests, and in-person interactions. Review submittals, as-built plans, sureties and other documents
  • Perform field inspections and site visits to assess conditions, identify needs, and ensure compliance with established city policy, standards, approved plans and specifications
  • Monitor work scopes and inspections demand for internal staff and assign based on need and ensure equity in workload, track progress through Cityworks and/or Energov. Ensure attention to detail on permit and inspection status for reporting and tracking purposes
  • Collaborate with internal teams (inspectors, maintenance crews, analysts) and external partners (contractors, developers, private engineers, utilities, other departments)
  • Maintain accurate records of work completed, and support tracking and reporting efforts using ArcGIS, Excel, Cityworks, and Energov
  • This is position is required to operate City-owned pick up trucks and SUV in order to visit various job sites on a daily basis
Education and Experience:
Bachelor's degree in engineering or directly related field, five years of professional engineering and/or construction/project management experience and two years of supervisory experience

OR

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Licensing and Certifications:
  • Valid North Carolina Class C Drivers license with a satisfactory driving record, or the ability to obtain within 60 days of hire
Preferred Qualifications:
  • Professional Engineers Certification

Knowledge of:

  • Infrastructure construction (water/sewer/streets/sidewalks) and maintenance practices
  • ADA and PROWAG standards for accessible pedestrian infrastructure
  • Infrastructure project coordination and contract oversight
  • Work order and permit management systems (e.g., Cityworks, Energov )
  • Public service and field-based communication protocols

Skill in:

  • Conducting detailed site inspections and identifying deficiencies
  • Understanding project scopes, construction plans, permits,
  • Managing requests, citizen responses, and program data
  • Using Energov , Excel , Cityworks and other tools to analyze and track and report on permit & inspections information
  • Managing teams and managing multiple priorities in a fast-paced environment

Ability to:

  • Lead program operations with professionalism and responsiveness
  • Balance time between fieldwork and office-based project tracking
  • Communicate clearly with residents, contractors, and internal stakeholders
  • Make data-driven decisions to prioritize safety, and coordinate multiple inspections, permits and plans with attention to detail.
  • Represent the city with integrity and a commitment to service excellence

ADA and Other Requirements: Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
Working Conditions: Work is routinely performed in an indoor, office environment.
