The Opportunity

WSDOT is currently seeking a skilled Construction Project Engineer in the Seattle area to oversee the SR 520 and Alaskan Way Viaduct (AWV) Program. This position is responsible for the day-to-day management and oversight of the Portage Bay Bridge (north and south) construction of the SR 520 Portage Bay Bridge & Roanoke Lid Project. This is a highly visible, political, controversial, and complex project which must satisfy the needs of a diverse public and multiple public and regulatory agencies.

This position is responsible for the day-to-day management of the WSDOT and consultant staff working as an integrated team to deliver the (which includes City of Seattle related infrastructures) SR 520 Portage Bay Bridge & Roanoke Lid Project. The responsibilities for this position within the scope of accountability include: overall safety for WSDOT staff, contractor crews and the public, the project management oversight of construction operations, environmental inspection, managing traffic impacts, 3rd party coordination, communications with the public and outside agencies, design support, right of way and utility coordination, providing direction to the staff and consultant teams to develop and implement the policies and strategies of the project.

What to Expect

Among the varied range of responsibilities held within this role, Construction Project Engineer will:

  • Certify compliance with WSDOT standards and policies by using PE stamp on project documents.
  • Oversee and manage a team of 8-12 WSDOT engineers and engineering technicians in the Project Office.
  • Manage personnel issues within the project team of supervisor responsibility, work with team to resolve issues, work with direct supervisor (Construction Engineering Manager), and the Northwest Region HR Department.
  • Responsible for coordination between WSDOT Management, HQ Bridge and Structures Office, and Project

Delivery Team to meet project goals, objectives, and deliverables.

  • Responsible for reporting and/or contributing to project status, progress, and project finance to Management and Executives.
  • Provide leadership and direction to interdisciplinary teams, including both State and Consultant staff to execute work plan.
  • Manage assigned projects this involves monitoring the scope, schedule, and budget. Identify potential risks to Project schedule, budget and scope, either by WSDOT impacting contractor, or impact from agencies and stakeholders, manage resolution of the risks and elevate as needed to supervisor
  • Provide technical guidance to the project team and equip it as necessary with additional resources.
  • Work directly with agencies and stakeholders to resolve any issues, negotiate permits, negotiate agreements and changes.
  • Assist the Business Manager in administering consultant contracts: management accountability, progress, budget, schedule, and expectations.
  • Develop, plan, and implement delivery strategies for various project components.
  • Proactively work with and partner with contractors to deliver active construction projects with the best possible quality, budget and schedule results within the terms of the contract.

Qualifications

To be considered for this opportunity, the following are required :

  • Professional Engineer (PE) registration in Washington State or licensed in another state with the ability to obtain Washington State licensure within six (6) months of employment.
  • Valid drivers license.
  • Experience managing construction contracts and large civil engineering projects
  • Supervisory experience with demonstrated leadership capabilities (e.g., coaching, mentoring, and motivating employees)
  • Expertise in program accountability, including budgeting, scheduling, environmental considerations, and quality assurance.
  • Extensive background in engineering principles and construction methodologies.
  • Working knowledge of state and federal design and construction standards.
  • Understanding of contracting methods and procedures.
  • Proficiency in strategic planning, decision-making, and performance monitoring.

It is preferred that qualified candidates also have:

  • Experience working on large civil engineering projects with multiple stakeholders.
  • Experience managing multi-disciplinary projects involving design, construction, utilities, and agreements.
  • Experience working on large, complicated highway and bridge projects with values greater than $50 million.
  • Strong leadership and team development capabilities.
  • Familiarity with innovative contract delivery methodologies.
  • Ability to develop and maintain positive relationships with teams and external partners.
