Job Title: Civil Engineer

Location: Holloman AFB, NM. - (On-Site)

Canvas is seeking a full-time Civil Engineer to manage 704th Test Support Squadron projects for new construction, renovations, and improvement to real property facilities including utility systems. This includes planning and programming construction projects supporting a 3- to 5-year sustainment and modernization plan, and posturing requirements to advocate and secure funding to prepare the 704th Test Group's facilities for a surge in funding.In this position you will serve as a member of the Test Group's cross-functional facilities and infrastructure team to sustain and modernize $1.1B worth of infrastructure supporting prototyping and experimentation, joint overland avionics, supersonic high speed rocket sled ground tests, cruise missile simulators, navigation and inertial testing, radar jamming, and radar cross-section testing. You will work with architectural and engineering firms, local contractors, and multiple governmental agencies to execute sustainment and modernization projects, and plan facility requirements for both standard and specialized world-unique facilities. In addition to fieldwork to keep existing facilities in optimal condition, you will serve as a key liaison with senior project managers for highly complex projects such as restoring an existing high speed test track, constructing a new world-class track, and constructing new support facilities and utilities. Your work will enable more than 400 research, development, test, and evaluation personnel to execute critical Air Force missions.

Duties:

Specific job duties include the following:

+ Must have strong communication skills. Effective communication is imperative both verbally and in writing with all stakeholders to achieve project objectives. Use clear, concise, and consistent language to communicate complicated technical requirements to engineers, pilots, scientists, financial managers, and contracting officers. Primary modes of communication include technical reports, presentations, meetings, and email.

+ Must have strong leadership skills. Must be able to lead multi-disciplinary projects while working cross-functionally with engineers, architects, and customers. Encourage teamwork, set clear goals, lead by example, and provide feedback as needed to achieve a shared vision.

+ Must have strong organizational skills. Plan and carry out assignments for projects concerning systems which entail a variety and combination of complicated factors, interaction with engineering disciplines, and consideration of facility lifecycles.

+ Apply a number of diverse engineering practices, techniques, and processes to identify and resolve difficult issues, as well as ensure resolutions are consistent with research, test, and evaluation program objectives, existing policies, procedures, and organizational objectives.

+ Apply civil and structural engineering, physical, mathematical, and engineering sciences to analyze and resolve problems with transportation networks to include but not limited to roads, parking lots, culverts, bridges, as well as structural work for facilities.

+ Manage small to large multi-disciplinary construction projects from cradle-to-grave, collaborate with engineers from various disciplines, write statements of work, perform independent government estimates, complete contractual documents, perform surveillance over architectural and engineering firms or local contractors execution, review and approve design submittals, maintain quality assurance, and approve progress payments.

+ Monitor development activities, including approving design and material changes, making compromises in design characteristics dictated by weight, size, cost, maintainability, reliability, production, etc. Determine the means to advance projects and evaluate significant modifications to construction methods or materials due to changes in requirements, technological advances, or shortcomings in design and/or performance.

+ Review project bids, proposals, and specifications. Based on results of project reviews, recommend adjustments to funding, schedules, and work for projects assigned.

+ Oversee inspection of construction for compliance and recommend resolution of differences with contractors. Following instructions of a higher-grade engineer, prepare and review change orders prior to contract modification.

+ May be involved with the Judge Advocate General's office on contractor performance problems and provide recommendations to withhold payment if justified.

+ Ensure compliance with anti-terrorism measures, intelligence community directives (ICD), engineering codes, fire safety codes, life safety codes, and state and federal law.

+ Prepare technical specifications, design, cost estimates, and programming documents to develop a perpetual 3-5-year financial plan for civil systems supporting 280 facilities.

+ Evaluate and recommend innovative techniques and methods to achieve planning goals. Request and review engineering studies to properly plan future construction projects.

+ Program $4M - $9M Unspecified Minor Military Construction (UMMC) and $9M+ military construction (MILCON) projects into the community planning portal and installation priority listing (IPL) tools to advocate for funding for medium to large construction projects.

+ Perform construction engineering research on facility condition indexes using BUILDER sustainment management system. Assess facility life-cycle stages, measure expected system deterioration rates, remaining service life, draw conclusions and compile into technical reports to provide a comprehensive picture of overall performance of facility assets.

+ Interface and collaborate with customers, public works technicians, maintenance engineering experts, industrial shop managers, production personnel, security experts, and high-level stakeholders to design civil projects, target right time right place spending, and meet budget constraints to optimize accomplishment of test and evaluation missions.

+ Collaborate with Army Corps of Engineers and Air Force Civil Engineer Center senior project managers to complete designs, planning charettes, area development plans, programming, scope of work, and estimates for medium to large projects.

+ Respond to mission interruptions and customer escalations, troubleshoot systems, and write work tasks for technicians to perform corrective repairs to maximize building uptime.

+ Recommend preventative maintenance schedules to reduce corrective repair actions.

Requirements:

+ Bachelor's Degree in Civil Engineering. *Experience may be substituted for education with customer approval.

+ 2 years of relevant experience.

+ Requires proficiency with MS Word, MS Project, MS Excel, MS Power Point, Adobe Acrobat.

+ Must have ability to work within specific procedures and processes of the Air Force Test Center, DoD regulations, and guidelines.

+ Excellent verbal and written communication skills along with customer interaction and presentation capabilities required.

+ Ability to quickly understand the customer's overall technical objectives and mission and provide effective solutions.

+ Exemplify a dedication to achieving the mission of the 704th Test Group as well as high standards of quality and excellence in performing duties.

+ Must be able to work in a fast-paced environment while being able to prioritize work to balance multiple projects and deadlines.

+ Must have and be able to maintain an active Department of Defense Secret Security Clearance.

Security Clearance:

+ Must be able to obtain and maintain a Secret security clearance; Active Secret clearance desired.

Desired Experience:

+ Master's degree in Civil Engineering.

+ 5-10 years of relevant experience.

Other Essential Job Functions:

+ Must be willing to travel up to 10%.
