JOB SUMMARY: The VP of LD is a key role intended to drive the feasibility, permitting, & development process. After the acquisition team contracts for a new deal, the VP will manage the forward planner to initiate and complete all necessary due diligence and helps prepares Land Packages for the purposes of securing all corporate approvals, entitles all communities post Land Committee approval, and successfully steers new communities through the kickoff and new community opening process.ESSENTIAL DUTIES AND RESPONSIBILITIES:
Acquisition Due Diligence: Initiate and complete all necessary due diligence, including oversight of engineering and other consultants. This includes:
- Review and approve fee & tech and development budgets for new properties
- Review and develop project timelines for new community openings
- Review, analyze, and summarize all risks, i.e.; environmental, political, entitlement, engineering, and/or development related
- Schedule and participate in municipal inspections to achieve final acceptance of improvements,
- Address municipal punch-list items for tract acceptance,
- Follow-up with municipal agencies to obtain final sign-off letters for bond exoneration, and
- Participate in bond exoneration meeting as necessary.
- Contract and management of consultant teams to design all aspects of new communities.
- Management of the submittal process from preliminary through final plat
- Preparation and management of schedules associated with the entitlement process
- Update and manage the forward planning tools such as Ant Tracks
- Preparation of reports and studies as may be required.
- Work jointly with the Land Development, Legal, Construction group in the review, design and evaluation of all land planning activities
- Review and processing of land use changes, zoning changes, preliminary & final plat approvals, etc
- Work with staff and elected bodies to manage approval process.
- Presentations to governmental councils, commissions and division meetings.
- Creating and managing relationships with governmental agencies
- Preparation of and negotiating municipal annexation and development agreements.
- Prepare Bid Form, Bid Spread, Bid Analysis & Recommendation for Bid Award to the VP of LD for Approval,
- Contracting Drafting & Administration
- Review and approve subcontractors and consultants progress billings,
- Review and negotiate subcontract change order requests and provide recommendation for approval or denial,
- Provide cost impact to budget due to change orders and run the monthly land development budget update meeting
- Provide projection of upcoming extra work and report to the VP of LD the cost impact to the budget at all times.
- Upon Land Committee approval of an acquisition, oversee and drive a hand-off meeting to transfer knowledge gained during due diligence and entitlement to the related team members
- Maintain interaction with the New Community Team through Grand Opening, to ensure all commitments made during due diligence and Land Committee conditions of approval are delivered.
Education:
- Bachelors Degree required; Engineering Degree and Masters Degree preferred.
- Must have 6-8 years of experience, including at least 3 years of land development or planning related experience.
- Technical expert of environmental planning, master planning, platting, and development processes required.
- Strong analytical, organizational and communication skills required.
- Strong market and financial analysis experience
- Proven strength in management, interpersonal and presentation skills
- The ideal candidate must be able to complete all physical requirements of the job with or without a reasonable accommodation.

- Ability to walk up and down stairs
