The Massachusetts Department of Public Health is seeking a qualified individual dedicated to public health, quality of life and safety to supervise the Life Safety Code Unit within the Certification Unit of the Division of Health Care Facility Licensure and Certification. The Life Safety Code Unit inspects nursing homes, hospitals and other health care facilities across Massachusetts to determine compliance with fire safety requirements, documents its findings in written inspection reports, requires corrective action by facilities and follows up to determine compliance.
The Life Safety Code Supervisor plays a vital role ensuring our nursing homes, hospitals and other health care facilities comply with all state and federal regulations. The ideal candidates will have experience working in a health care setting and an understanding of regulations and policies that apply to nursing homes, hospitals and other health care facilities in Massachusetts, including but not limited to federal Life Safety Code Requirements found in the National Fire Protection Association (NFPA) 101 Life Safety Code (LSC) and NFPA 99 Health Care Facilities Code (HCFC) .
Duties and Responsibilities (these duties are a general summary and not all inclusive)\:
- Coordinate, supervise and monitor onsite surveys in health care facilities to monitor compliance with National Fire Protection Agency 101 Life Safety Code and other related state and federal requirements and physical environment standards.
- Provide technical assistance and consultation to survey staff of the Division, other Department staff and health care facility providers.
- Provides supervision, orientation and coordinates federal training to unit employees.
- Reviews reports, plans of correction, memoranda, architectural drawings, etc for completeness, accuracy and content.
- Evaluates program activities in order to determine progress and effectiveness and to make recommendations concerning changes as needed to ensure survey workload is completed within Federal timeframes.
- Supervises and assigns work and/or projects to field staff.
Required Qualifications\:
- Ability to analyze and determine the applicability of civil engineering data, draw conclusions and make appropriate recommendations.
- Capacity to understand, apply and explain the laws, rules, regulations, procedures, specifications and guidelines governing assigned unit activities.
- Ability to write concisely, express thoughts clearly and to develop ideas in a logical sequence.
Preferred Qualifications\: .
- Knowledge of state and federal regulations related to Life Safety Code in hospitals and nursing homes.
- Innovative, resourceful and has experience overseeing teams working to complete a challenging workload with multiple deadlines.
- 3-5 years working in a supervisory capacity in a healthcare facility, preferably a nursing home, hospital, or clinic.
- Excellent critical thinking and problem solving skills with the capacity to demonstrate strong interpersonal, interviewing, teamwork, communication and organizational skills.
- Proficient usage of Microsoft Office products including Excel, Word, and Outlook
- Fire Inspector 1 Certification (FI1C)
Location\: This position does require some travel in both a supervisory role as well as conducting surveys at facilities statewide.

Minimum Entrance Requirements\:
Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least three years must have been in a professional capacity, and (C) of which at least one year must have been in a supervisory, managerial, or administrative capacity, or (D) any equivalent combination of the required experience and the substitutions below.
Substitutions
I. An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in civil engineering** may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
**NOTE\: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE\: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
Special Requirements\: Based on assignment, possession of a current and valid Massachusetts Motor Vehicle Operator's License may be required.
Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
