The Project Manager is responsible for the capital funding and field implementation of multiple small to medium size projects at the Ferndale Refinery. This position reports to the Regional Project Director.

Responsibilities May Include:

  • Understanding a project's size, complexity, and risks to outline an appropriate execution strategy for the project
  • Generating creative solutions to build aggressive but executable cost estimates aligned with realistic construction schedules
  • Coordinating and managing internal Phillips 66 resources and external resources required for project development
  • Consulting with operations, maintenance, and technical support staff to verify operability of projects in development
  • Managing engineering, procurement, and construction activities of contractors
  • Developing and presenting project status reports to senior management
  • Effectively working cross-functionally across various functions to articulate and secure functional support for the project

Required Qualifications:

  • Legally authorized to work in the job posting country
  • Bachelors Degree in Engineering
  • 10 or more years of project experience working in the oil, gas or petrochemical industry
  • 5 or more years of experience working as a Project Manager with sole accountability for the project
  • Effective manager of complex projects involving multi-disciplinary teams and sub projects
  • Willing and able to obtain a Transportation Worker Identification Credential (TWIC) card

Preferred Qualifications:

  • Licensed Professional Engineer (PE)
  • Strong team building and interpersonal skills
  • Experience in negotiating contracts and settlements
  • Field experience with project construction
  • Experience in engineering contractors offices
  • Strong experience in project control

The Ferndale Refinery is located on Puget Sound in Ferndale, Washington, approximately 20 miles south of the U.S.-Canada border. Facilities include crude distillation, naphtha reforming, fluid catalytic cracking, alkylation and hydrodesulfurization units. It processes a variety crude oils, including Alaskan North Slope, Canadian and other foreign and U.S. shale crudes, primarily delivered via marine vessel and pipeline. Within the refinery is a rail car crude oil receiving facility with a capacity of 30,000 BPD. This offloading facility, owned by Phillips 66 Partners, makes the receipt of additional crude by rail car possible. The refinery produces a high percentage of transportation fuels. Other products include residual fuel oil, which is supplied to the northwest marine bunker fuel market. Most refined products are distributed to customers by pipeline and barge to major markets in the northwestern United States.

Compensation

The base pay range for this role is $124,200 $ 210,000 depending on a candidate's relevant work experience and education.
