ICC Overview

The ICC is made up of 2 main segments. The Bureau of Public Utilities and The Bureau of Transportation.

Public Utility Services

Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.

Transportation Services

Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission's Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.

Essential Functions

Under the direct supervision of the Assistant Director of Integrated Distribution Planning, Electrical Engineer II will monitor, review, and analyze electric utility system planning and operations and provides expert advice to the Commission on those issues, requiring use of scanners, personal computers and corresponding printers, using Microsoft Word, Excel, PowerPoint and Outlook software programs. Independently evaluates multiple assignments and workload in order to properly prioritize activities.

1.Conduct reviews of electric utility filings associated with docketed cases that could require the issuance of datarequests, filing of expert witness testimony, defending testimony via cross examination and legal briefs thatwould involve the following subjects: integrated distribution planning, beneficial electrification, performance andtracking measurement, rate planning, rate design, reconciliations and other technical electric utility issues.

2.Manage, facilitate, and/or participate in workshops related to integrated distribution planning, performance andtracking measurement, rate planning, rate design, and other technical electric utility issues.

3.Draft and review of administrative rules related to integrated distribution planning, performance and trackingmeasurement, rate planning, rate design, and other technical electric utility issues.

4.Conduct reviews of tariff filings involving technical electric utility issues.

5.Provide assistance to other Agency divisions on technical electric utility issues.

6.Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires a Bachelor of Science degree in electrical engineering.
  • Requires working knowledge of manual and automated office equipment.
  • Requires extensive knowledge of English composition, grammar, spelling, and punctuation.
  • Requires extensive working knowledge of personal computers and MS Office products including Word, Excel, and PowerPoint.

Preferred Qualifications

  • Advanced electrical engineering degree.
  • Two (2) years of professional experience in electrical engineering at a public utility or utility regulatory agency.
  • Working knowledge of electric transmission and distribution systems, including Institute of Electrical and Electronics (IEEE)standards.
  • Experience with grid modernization, distributed energy resources (DERs), demand response, and energy storagetechnologies.
  • Familiarity with utility rate-making principles, cost recovery mechanisms, beneficial electrification, and performance-basedratemaking.
  • Ability to understand and interpret relevant codes and research new technologies.
  • Ability to understand utility engineering investment proposals and independently formulate written recommendations inresponse to those technical proposals in a manner that is easily accessible and understood to non-engineers.
  • Illinois certification as a licensed professional engineer.
