This position offers an opportunity for a qualified individual with expertise in the construction field to apply, develop, and demonstrate their leadership and skills in a role that is critical to Wastewater Treatment Division's (WTD) construction project oversight efforts.

About the Role:
Inspection of the mechanical and related civil components of construction projects, including standalone contracts at the West Point or Brightwater Treatment Plants, various offsite facilities, and other WTD facilities throughout the County as needed. Ensure compliance with the Contract documents and code for the repair and/or installation of various mechanical equipment including pipelines, centrifuges, raw sewage pumps, chemical pipes, gates, valves, HVAC, plumbing, and other work involving the mechanical trades. Contract value amounts vary from small <$10k work orders to large $200M+ lump sum and alternative delivery contracts.

- Perform inspection and testing of mechanical construction work for assigned contracts, ensure compliance with contract documents and code requirements. Construction work could occur on any portion of the Wastewater Treatment Division infrastructure including treatment plants, pump stations, and conveyance system. Coordinate work with other inspection staff. Support the administration of small mechanical specialty wastewater treatment construction contracts or the mechanical and civil elements of larger contracts.
- Assist in the review of contractor submittals for mechanical construction work for conformance with contract specifications and drawings.
- Prepare inspection and testing reports, field notes, and other required reports; support change order preparations, contract dispute resolution and closeouts as required.
- Implement a defined program of inspection, sampling and testing and startup, and commissioning of facilities and equipment to ensure efficient and effective operations and to identify problems and recommend corrective action.
- Review and interpret engineering design drawings and specifications to ensure compliance with acceptable construction methods and wastewater treatment requirements.
Qualifications You Bring:
Knowledge of the construction of mechanical equipment/systems/facilities, especially as applied to wastewater treatment or heavy industrial facilities.
Two years of technical school training in mechanical, civil, or a related technical field and four (4) years of progressively responsible construction inspection or sub-professional engineering experience is required (additional academic or vocational courses in mechanical engineering; mechanical and construction code requirements, or building construction is desirable); OR six years of progressively responsible mechanical construction inspection or responsible construction engineering experience is required in the fields of wastewater conveyance and treatment, or other heavy industrial mechanical facilities; OR three years of experience as a journeyman level trades person working in wastewater construction or other closely related heavy industrial environment.
Ability to read and interpret engineering drawings and specifications as applied to wastewater treatment facility and large conveyance systems.
Thorough knowledge of construction methods, with emphasis on mechanical and conveyance system installations.
Ability to inspect materials and workmanship and recognize deficiencies and omissions requiring correction.
Knowledge of relevant construction laws, ordinances, codes, regulations, specifications and standards.
Demonstrated ability to understand and follow technical specifications and procedures.
Knowledge of the construction of mechanical and related civil components, especially as applied to wastewater treatment or heavy industrial facilities.
Experience with managing construction activities in operational environments and knowledge of hazards and safety procedures involved.
Thorough knowledge of construction methods, with emphasis on mechanical system installations.
Ability to inspect materials and workmanship and recognize deficiencies and omissions requiring correction.
Ability to communicate clearly both orally and in writing, including ability to use a computer for word-processing and data analysis to produce daily inspection reports, test reports, and other related construction documentation.

Physical Requirements:
- Must be able to traverse active construction sites and operating wastewater facilities.
- Work Location:
- North Satellite Construction Office - 2500 W Jameson St, Seattle, WA 98199, West Point Treatment Plant, and other Offsite Locations.
- Brightwater Treatment Plant - 22505 WA-9, Woodinville, WA 98072, and other East Offsite Locations.
- Remote work will be permitted to produce reports, review contractor RFIs/submittals, etc. on an occasional bases provided there are no contractors working onsite.
- Work Schedule: This full-time position works a 40-hour work week, Monday-Friday, with occasional evenings and weekends to meet business needs. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
- Union Representation: This position is represented by King County Technical Employees' Association (TEA) bargaining unit.
