PUBLIC HEALTH SPECIALIST III - 7015

GRADE - 118

PAY RANGE - $70,440.30 - $100,431.02/yr - plus a comprehensive benefits package

PLEASE NOTE: This Public Health Specialist III, will be a member of the Health Departments Senior Leadership Team; supervising the Neighborhood & Family Health Branch focused on addressing social determinants of health with a team of committed clinical staff and Public Health Specialists. Masters degree and supervisory experience required. This specific, Public Health Specialist III, role will not perform the following duties listed in the class specification below:

  • Provides technical support to surrounding communities on environmental health concerns;
  • Provides clinical care and services for populations in need, including in community settings such as schools and neighborhoods (if applicable);
  • Performs first aid, immunizations, testing, health screening and assessments (if applicable);
  • Develops communicable and/or chronic disease surveillance systems;
  • Assures that communicable and non-communicable disease investigation protocols are current and evidence-based.

GENERAL STATEMENT OF DUTIES:

Supervises complex research and assessments on various public health disease and health risk behaviors; designs and implements community prevention strategies and/or the delivery of evidence-based care and services to address environmental, social/behavioral, communicable or chronic disease concerns; leads resource development and performance evaluation; performs directly related work as required.

EXAMPLES OF ESSENTIAL WORK:

  • Provides technical support to surrounding communities on environmental health concerns;
  • Provides clinical care and services for populations in need, including in community settings such as schools and neighborhoods (if applicable);
  • Performs first aid, immunizations, testing, health screening and assessments (if applicable);
  • Collects and maintains data relating to public health and/or school health issues;
  • Maintains readiness to respond to emergencies;
  • Collaborates with stakeholders on street outreach and support of people who use drugs;
  • Manages grant deliverables to ensure compliance;
  • Develops communicable and/or chronic disease surveillance systems;
  • Develops strategies to address environmental concerns as well as communicable and/or chronic disease concerns;
  • Assures that communicable and non-communicable disease investigation protocols are current and evidence-based;
  • Manages and is accountable for multiple programs and projects;
  • Develops grant requests, outside resources and oversees projects of the Department;
  • Communicates with the medical community and others on health concerns, surveillance findings and other
  • matters of importance to the public health of the community;
  • Supervises public health staff as assigned;
  • Conducts comprehensive assessments on the health status of the citizens of the City of Manchester;
  • Plans and conducts surveys of community agencies and the public to collect various public health data;
  • Analyzes and interprets public health data in order to provide a status report on the health of the community;
  • Develops strategies and plans for public health intervention in areas of the community requiring special attention;
  • Develops health promotion strategies and materials to address documented public health needs in the community;
  • Gives community presentations and coordinates conferences to increase awareness and define action plans to meet those needs;
  • Trains other agencies on evidence-based strategies;
  • Prepares outreach gear as needed;
  • Supports public health emergency response efforts as required;
  • Serves as a Department representative in Legislative committees, and other professional organizations relating to public health policy;
  • Performs Public Health Specialist I and II duties and essential work as needed;
  • Provides guidance and demonstrations to new employees in similar positions;
  • Keeps supervisors informed of work progress, issues, and potential solutions;
  • Attends meetings and training to stay current on relevant practices and developments;
  • Responds to citizen inquiries courteously and promptly;
  • Coordinates regularly with others to enhance interdepartmental efficiency; and
  • Performs additional duties as required by the classification.

ACCEPTABLE EXPERIENCE AND TRAINING:

  • Graduation from an accredited college or university with a Masters Degree in Public Health, Epidemiology, Nursing, Social Work, or other health related field; and
  • Three to five years of experience in epidemiology, public health, health education, nursing, social work or a health field, including supervisory experience; or
  • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

REQUIRED SPECIAL QUALIFICATIONS:

  • Valid Drivers License;
  • National Commission for Health Education Credentialing (NCHEC) - Certified Health Education Specialist (CHES), preferred;
  • New Hampshire Registered Nurse (RN) - if applicable;
  • Specific National Incident Management System (NIMS) Federal Incident Command System (ICS) Certifications within 12 months of date of hire.

ESSENTIAL PHYSICAL ABILITIES:

  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to communicate effectively;
  • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to inspect civic construction work under conditions encountered on construction sites;
  • Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to work around construction equipment;
  • Sufficient strength and endurance with or without reasonable accommodations, which permits the employee to lift and carry, through a full range of motion, up to 20 pounds occasionally, 10 pounds frequently and 5 pounds continuously;
  • Sufficient personal mobility and physical reflexes, with or without reasonable accommodation, which permits the employee to visit construction sites throughout the city and to climb, crawl in tight places and otherwise move through and around construction sites.
