Job Description 

The Naval Nuclear Laboratory (NNL) Spent Fuel Handling Recapitalization Project (SFHP) Department is responsible to execute the full scope of the SFHP, including delivery and outfitting of the Naval Spent Fuel Handling (NSFH) Facility at the NRF site. SFHP is an approximately $4.5B Department of Energy (DOE) Major Construction Project with approximately $2.5B of remaining scope. The NSFH Facility design and construction is managed by an Engineering, Procurement, and Construction Management (EPCM) subcontractor and executed by multiple construction subcontractors. The SFHP Manager will also be responsible for NNL, Bechtel Plant Machinery Inc. (BPMI), and Naval Reactors (NR) stakeholder integration across the Spent Fuel strategic business area and NNPP-wide DOE budgeting to ensure alignment and integration on SFHP cost/schedule execution and issue resolution.

The successful candidate will be able to leverage their large project and/or construction experience to manage SFHP performance. The candidate will be able to interface with the EPCM and construction subcontractors to identify issues, expedite resolutions, and increase overall Project effectiveness in executing NSFH Facility construction. The candidate will also be able to leverage formal project management techniques via the SFHP Earned Value Management system to track and report SFHP progress to internal and external organizations.

The SFHP Manager has a leadership role in the Capital Projects (CP) Directorate to integrate efforts and drive decisions, utilize business processes to monitor/assess business performance and organizational effectiveness, and sponsor improvements. The successful candidate should demonstrate a strong commitment to the Team 1 philosophy and the NNL leadership values and behaviors. The successful candidate must also exhibit dedication towards organizational development and learning and establish effective communications with internal customers, the NNL Executive Team, and NR personnel. The candidate will also leverage corporate learning from Fluor to increase NNL capability to execute SFHP-size project and establish knowledge growth and retention strategies. The selected candidate will report to the Capital Projects Director.

Required Combination of Knowledge and Skill 
  • Bachelor's degree from an accredited college or university in a related field.
  • Current experience managing managers.


Preferred Skills 
  • Experience delivering Department of Energy (DOE) or Department of Defense (DOD) Major Construction Projects at a senior management level, in accordance with DOE 413.3B or equivalent.
  • Experience as an executive manager.
  • Experience as a subdivision or higher manager in a large design and construction project (e.g., A1B, S1B, SFHP, S8G-ROH, ERTT)
  • Experience with the Department of Energy/National Nuclear Security Administration budget process.
  • Experience with cost estimating and project management.

Pay Range 
 $213,100.00 - $346,300.00 annually
Salary information provided is a general guideline only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations.
