Position Specific Summary

The HVAC-R Supervisor position at the City of Tucsons General Services Department coordinates daily operations, ensures compliance with safety and environmental standards, and supervises the maintenance, repair, and performance of HVAC and refrigeration systems across City facilities.

Work is performed under the supervision of the Facilities Management Superintendent. This position exercises supervision over HVAC personnel.

Duties and Responsibilities
  • Determines workload priorities, assigns work, and coordinates staff to ensure timely, high-quality work in compliance with local, state, and federal regulations. Monitors progress, reviews labor reports, and reassigns workloads as needed. Assists with implementing and interpreting department policies and procedures. Participates in hiring processes, evaluates performance, recommends disciplinary actions, and ensures staff receive appropriate training and guidance. Assists with approving leave requests, timecard verification, and timekeeping accuracy.

  • Supervises technicians in the inspection, maintenance, and repair of air conditioning, heating, refrigeration, ventilation, and building automation systems cross City facilities.

  • Ensures proper handling, recovery, and recycling of refrigerants and oils in accordance with federal, state, and local environmental regulations.

  • Assigns and monitors work orders, sets project priorities, and ensures HVAC tasks are completed safely, efficiently, and in compliance with applicable codes and environmental regulations.

  • Collaborates with departments, vendors, and customers to define scopes of work, coordinate project timelines, and determine materials needed. Monitors inventory, approves material purchases, and ensures the reconciliation of procurement card transactions.

  • Responds to emergencies and escalated service requests, ensures labor charges and project data is entered into enterprise systems, attends meetings, and contributes to operational improvement.

  • Performs all other duties and tasks assigned.


Working Conditions
  • Work schedule may require early morning, late evenings, weekends, holidays, overtime and on-call shifts.

  • Often works under the following conditions: Indoor and outdoor work with heavy exposure to extreme physical, ergonomic, or hazardous environment, which includes but not limited to dirt, chemical, loud noise, and extreme weather.

MINIMUM QUALIFICATIONS

MINIMUM REQUIRED QUALIFICATIONS:Education: Six (6) months post high school
Experience: Two (2) year of directly related experience
Equivalency: Any combination of relevant education and experience may be substituted on a year-for-year basis.
License/Certifications: Valid and unrestricted Arizona Class D Driver License

Preferred Qualifications:Experience working on Heating, Ventilation, and Air Conditioning (HVAC) Systems

Experience working with electrical systems

Experience in commercial Heating, Ventilation, and Air Conditioning (HVAC) repair and maintenance.

Experience working with boilers, heaters and compressors.
