Serves as Resident Maintenance Foreman supervising foremen and/or crews in various construction, repair, and preservation activities of roads and bridges within Dorchester County. Organizes maintenance crews schedules, safety training and trains in major activities including, but not limited to, driveways, signage and pavement markings, drainage structures, litter/debris removal, vegetation management, bridge maintenance, ditch/shoulder operations, patching/paving, and other special operations. Assists the Assistant Resident Maintenance Engineer with the investigation and assessment of field complaints related to highway maintenance to ensure response and safety. Updates assessment data and runs reports in the highway maintenance data management system for crew foremen. Conducts weekly work zone and jobsite hazard analysis inspections. Monitors CDL Pre-Trip Inspections. Maintains weekly and monthly reports, time sheets and cost records. Checks data entries such as DWRs, inspections and work requests for accuracy. Prepares orders for stockpile or direct purchase materials needed for major maintenance operations. Completes all orders for materials and other reports in a timely manner. Ensures sufficient quantities of materials are available for all scheduled and unscheduled work. Monitor/reviews section shed and maintenance facility operations to assure that supervisors and employees are maintaining cleanliness of facility, equipment, and storage stall areas. Supervises the preparations for required monthly, quarterly and annual inspections. Manages maintenance crews in emergency and inclement weather operations, may include being available for extended working hours or 12-hours shifts. Supervises the setup of emergency detours according to the SCDOT Work Zone Traffic Control Manual and Field Guide to warn motorists. Recommends personnel actions including promotions, transfers and disciplinary action measures, coaches and counsels employees; rates employees annually utilizing the Employment Performance Management System. Performs other related duties as assigned. Five (5) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operators license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.

Physical Requirement: The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and physically manipulating objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies.
