Job Summary / Overview
Responsible for leading the organization, development, implementation, maintenance and accountability of total project controls, financial analysis or estimating applications designed to provide management with the total capability of maintaining planning, scheduling, financial analysis and cost control throughout the life cycle of a very complex or unique project or program.
Responsible for the overall implementation and direction of the estimating functions to provide services, procedures and methods for the timely and accurate response to client, project management, departmental, and company requirements.
Activities include, but are not limited to: - Develop or oversee the preparation of cost estimates applying advanced principles and concepts in a comprehensive and accurate manner, complete in all respects, for facilities or processes that are complex.
On small-sized or multiple projects, the individual may act independently or may direct a staff of other estimating individuals.
On large-sized projects the individual may direct a staff of other estimating professionals.
Key Responsibilities
- Leads the development of the total project estimate and the total Project Estimate Basis. Skillfully utilizes estimating methods and the expertise of other project professionals to establish total project estimates. Seasoned expertise is required to ensure that all pertinent information is updated to the present scope of work.
- Ability to lead customers to the best systems and methods for their application. This requires a blend of sales ability, technical aptitude, superior skills with estimating tools, and strong construction and corporate business management acumen.
- Develop estimating systems, processes, guidelines and procedures. Evaluate new estimating techniques and software. Establish and maintain estimating databases of pricing structures to be applied to estimates.
- Supervise and oversee the preparation of estimates ensuring all aspects of activity scope are understood and priced, including areas of technical uncertainty and incomplete design.
- Review and approve, or develop productivity factors and indirect costs, general and administrative costs, and contingency analysis to be used in estimates.
- Assist in the organization, work planning, and coordination between various departments and establish a functional, professional estimating group.
- Review / prepare estimates, reconciliations, cost studies and presentations covering all disciplines. Prepare parametric estimating techniques. Ensure that timely and accurate cost data is available for estimates and studies.
- Provides the appropriate, positive environment that encourages the growth of other departmental personnel in pursuing their career path.
- Prepare the Estimate Risk Analysis and makes evaluations of contingency based on knowledge of activity scope definition, pricing exposures, technical uncertainties, and other factors.
- Directing the development of quality material, labor and subcontract take-offs, coordinates information between Engineering, Purchasing, Construction, and Maintenance and helps determine the Project Execution Plan. Directs and executes indirect and conceptual estimates.
- Serves as an intra-corporate expert on estimating methods and systems. This position requires frequent interaction with functional leadership, project personnel, engineers and estimating team members.
- Arranges and conducts department, discipline, and project estimate reviews.
- Develops and conducts estimating training programs.
- Prepare justifications and defend such estimates to SRNS and Client management.
- Responsible for turnover of the completed and approved estimate to the Project Control team.
Minimum Job Requirements:
- Candidate must be a U.S. citizen.
- Possesses strong personal computer skills.
- Requires expert proficiency in the use of automated accounting, cost management, scheduling and estimating systems as tools for performing required duties.
- Possesses considerable practical experience in the use of the Site Business systems Estimating Specialty - Familiarity with all phases of construction techniques and requirements, technical knowledge of engineering, procurement, and general business practices.
- Demonstrated skills and experience in more than two major disciplines of detail and conceptual estimating, coordination with technical personnel in performing all levels and types of estimating scope quantification, pricing, and analysis of escalation and contingency.
- Clearance "Q".
- Ability to work in a diverse work environment.
- Satisfactory results of a pre-employment screening, which includes a background check and drug screening.
Education/Experience:
- High school diploma and 17 years of relevant experience or an Associate's degree and 13 years of practical experience or Bachelor's degree in business / construction management / technical / engineering or a related area and 10 years of practical experience or Master's degree in business / construction management / technical / engineering or a related area and 8 years of practical experience.
Desired Skills:
Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
Work Location:
100% onsite Aiken, SC. Local candidates or willing to relocate at the candidate's expense.
Anticipated Work Schedule:
6:30am-5:15p Mon-Thurs.

Contract Duration
One (1) year with the option to extend for two (2) additional one (1) year options
