Assists Resident Maintenance Engineer in coordinating maintenance activities on county-wide basis. Schedules and trains in major activities including but not limited to, maintenance and installation of driveways, signage and pavement markings, construction of drainage structures, maintenance of drainage structures, litter/debris removal, vegetation management, bridge maintenance, ditch and shoulder operations, patching/paving and other special operations to ensure efficient and effective programs are performed in Beaufort County in order to meet our business plan. Supervises all field crews in Beaufort County. Maintains weekly and monthly reports, time sheets and cost records. Checks HMMS entries such as DWR's inspections and work requests for accuracy. Prepares orders for material needed for major maintenance operations. Prepares reports regarding work performed and work to be scheduled. Completes all orders for material and other reports in a timely manner. Ensures sufficient quantities of materials are available for all scheduled and unscheduled work. Conducts weekly work zone inspections. Contacts requestors regarding complaints or problems. Uses judgement in determining scope of work and corrective action measures for complex projects in accordance with all department rules, regulations and policies. Prepares Snow/Ice and Hurricane Plans. Ensures Quality Management Team goals are met. Ensures that the proper Personal Protective Equipment is dispended per the Quality Management Team guidelines and are being worn on jobsites during work zone inspections. Assists in preparing contracts and communicating with vendors for resurfacing, sidewalk repairs, vegetation control and tree removal. Recommends and issues personnel actions including promotions, transfer and disciplinary action measures, coaches and counsels employees; rates employees annually utilizing the Employment Performance Management System. Conducts monthly foremen meetings, safety and other meetings in conjunction with the RME. Implements management policies and initiative as well as promotes teamwork within the organization. Monitors/reviews section shed and maintenance facility operations to ensure that supervisor and employees are maintaining cleanliness of facility, equipment and storage stall areas. Performs other related duties as assigned.
Five (5) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operators license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.
Physical Requirement: The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and physically manipulating objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. This position requires walking for extended periods, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Frequently exposed to outside environment in all weather conditions, noise, and oil or grease on a daily basis.
