The City of Northglenn, is seeking a highly motivated and outgoing Chief Plant Operator for our Water Treatment Facility
Position Highlights:

• Compensation - HIRING RANGE: $38.92 - $46.71

This is a highly responsible supervisory position that plans, coordinates, and directs projects and services within the Utility Operations Division.

The Chief Plant Operator is responsible for the supervision, training, and assignment of personnel at the water or wastewater treatment facility. This includes oversight of operational activities, compliance with regulations, and coordination with internal and external stakeholders.

This position serves as the Operator in Responsible Charge (ORC) with the State of Colorado (CDPHE) and requires independent judgment in daily operations.

ESSENTIAL FUNCTIONS OF POSITION:

• Assist the Utility Operations Manager and Public Works Director in setting department goals and objectives.

• Represent the Utilities Operations Division and the City at intergovernmental functions, regional meetings, and related activities.

• Supervise, train, and assign work to plant personnel; ensure adherence to standard procedures, safety protocols, and professional development.

• Maintain a valid Class "A" Water or Wastewater Treatment Certificate as issued by the State of Colorado, and ensure all required certifications are current for staff.

• Oversee daily plant operations to ensure the quality and quantity of treated water or wastewater meets all regulatory standards.

• Submit all State reports and serve as the primary operational contact for regulatory agencies.

• Prepare and manage the operational budget, allocate resources, monitor expenditures, and procure necessary supplies and services.

• Assist the engineering team in project management of CIP projects at each facility.

• Schedule and document preventative maintenance; maintain and update the Antero asset management system.

• Coordinate with the Maintenance Supervisor to ensure equipment is operational and properly maintained.

• Maintain and oversee SCADA systems including but not limited to PLCs, radios, HMIs, servers, software, and cybersecurity. Direct Citys SCADA contractor as needed.

• Maintain accurate records of plant operations and preventive maintenance activities, both digitally and physically.

• Ensure compliance with all state and federal water/wastewater treatment regulations.

• Use process and water quality data to make and implement operational adjustments.

• Develop, maintain, and update facility O&M manuals and Standard Operating Procedures (SOPs).

• Manage service contracts including, but not limited to, solids handling, tank inspections, cathodic protection, and mowing.

• Plan, schedule, and host tours for college groups, school groups, and members of the public.

• Present safety-related information at the quarterly safety meeting.

• Respond to emergencies and be available on-call as scheduled.

• Maintain facility inventory, order chemicals and supplies, and prepare estimates for operational needs.

• Recommend and implement hiring, promotion, transfer, discipline, and discharge of staff. Address employee performance issues and conduct evaluations.

• Participate in professional seminars and conferences to remain informed on trends and best practices.

• Perform other related duties as assigned, including production reports, contractor oversight, and biosolids removal.

EDUCATION AND EXPERIENCE:

• Graduation from high school supplemented by coursework in water or wastewater plant techniques.

• Minimum five years of experience in water or wastewater plant operations, including at least two years in a supervisory role.

• Equivalent combinations of education and experience will be considered.

• Thorough working knowledge of all current and emerging state and federal regulations applicable to water/wastewater treatment facilities.

• Thorough knowledge of the functions and servicing requirements of mechanical equipment and machinery in the water treatment or wastewater treatment plant.

• Ability to plan, lay out, supervise and schedule the work of water or wastewater treatment plant personnel.

• Ability to make detailed oral or written reports and to communicate effectively, orally and in writing.

• Ability to maintain accurate plant records.

NECESSARY SPECIAL REQUIREMENTS:

• Possession and maintenance of a valid Class "A" Water or Wastewater Treatment Certificate.
• Valid Colorado driver's license with an acceptable driving record.

MATERIAL/EQUIPMENT USED:

• Computers, copiers, and other office equipment.

• City or personal vehicle for field duties and emergency response.

• Forklift or telehandler.

WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:

• Combination of field and office work.

• May exert up to 50 pounds occasionally or 20 pounds frequently.

• May work in extreme weather conditions.

• Ability to relate effectively to supervisors, co-workers, and the general public.

ADDITIONAL POSITION INFORMATION:

• This is a non-exempt position (eligible for overtime compensation).

• Attendance is an essential function of the job.

• Required to work on-call respond to emergencies outside of normal business hours.

• Use of appropriate personal protective equipment (PPE) is required for all assigned tasks.
