Schedule: Four 10-hour shifts, 7:00am - 5:30pm. Off Friday or Monday.

SUMMARY

Under direction, to lead, train, oversee, supervise, and participate in the more complex and difficult work of staff responsible for providing parks maintenance, landscaping, reconstruction, and repair services; and to perform a variety of technical tasks relative to assigned areas of responsibility.

SUPERVISION EXERCISED

Exercises technical and functional supervision over lower-level staff.

ESSENTIAL DUTIES

  • Lead, plan, oversee, review, and participate in the work of staff responsible for providing parks maintenance, landscaping, reconstruction, and repair services.
  • Oversee the use of and perform skilled operation of the equipment and tools used in parks maintenance, landscaping, reconstruction, and repair services.
  • Estimate time, material, and equipment required for assigned jobs; requisition materials as required; order parts as necessary and ensure parts ordered are received in a timely fashion.
  • Train assigned employees including in the areas of work methods, techniques, and the use and operation of equipment.
  • Verify work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications; ensure the adherence with applicable standards and specifications; maintain cleanliness of work area and tools.
  • Perform the full range of turf maintenance duties; water, mow, weed, trim, aerate, renovate and fertilize turf; maintain flower beds; plant, water, fertilize, and maintain landscaped areas including bushes, trees, flowers and shrubs; control weeds.
  • Trim and prune bushes, trees, and shrubs to provide clearance of sidewalks, as well as to ensure the continued health of the bush, tree, or shrub.
  • Perform a variety of duties in the maintenance and repair of the irrigation system; change and adjust heads; maintain controllers; perform duties involved in irrigation system installation and maintenance projects.
  • Perform athletic turf maintenance.
  • Operate the full range of parks maintenance vehicles and equipment including dump trucks, mowers, edgers, blowers, tractors, backhoes, skid steer loaders, and hand and power tools; maintain tools and equipment and perform preventive maintenance on equipment.
  • Maintain play equipment and other related parks equipment and facilities; install and repair playground equipment, fences, and other related parks equipment and facilities, complete documentation and maintain files for all inspection reports.
  • Perform duties involved in pest control including measuring, mixing, and applying chemicals to trees, shrubs, grass and flowers to control weeds, insects, and plant diseases including the completion of documentation and maintaining files related to herbicide pest control.
  • Train, instruct, and supervise workers in the mixing, application, documentation and safe use of pesticides and herbicides; calibrate spraying equipment; recognize various plant diseases and apply corrective measures.
  • Remove fallen trees, stumps, limbs, and related debris resulting from storm damage and general conditions.
  • Identify maintenance needs and safety hazards.
  • Rake leaves and clear debris from walks, fields, and other facilities; pick up trash.
  • Coordination with the city's Events Manager, including but not limited to the set-up and remove equipment needed for special events.
  • Participate and assist in snow removal.
  • Accept on-call duties as part of the Parks on-call rotation.
  • Respond and coordinate all Parks snow removal assignments, including shoveling, 4-wheeler snow removal operation, pickup truck operation and 10-wheeler operation.
  • Deal courteously and tactfully with the public in response to inquiries and complaints; provide information regarding rules and regulations of the parks and other facilities.
  • Perform other related duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS

Education: High school diploma or GED.

Experience: Four years of responsible parks maintenance and repair experience including one year of supervisory experience.

Certifications/Licenses:

  • Valid Utah Driver's License
  • Possession of, or ability to obtain, a commercial driver's license within one year of hire date.
  • Possession of, or ability to obtain, a Pesticide Applicator's Certificate within one year of hire date.
  • Possession of, or ability to obtain, Traffic Control Flagger and Forklift Certificates within one year of hire date.
  • Possession of, or ability to obtain, OSHA 10-Hour Safety Certification within one year of hire date.
  • Possession of, or ability to obtain, Confined Space Safety Certification within one year of hire date.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Weed abatement methods, including the proper use of chemicals, application techniques and associated documentation.
  • Operations, services, and activities of a park maintenance program.
  • Principles of lead supervision and training.
  • Occupational hazards and safety precautions applicable to parks maintenance work.
  • Methods, techniques, and tools used in the construction and maintenance of parks, landscaped areas, and related facilities.
  • Uses, purposes, and operating characteristics of parks maintenance and construction material, equipment, and tools.
  • Pertinent Federal, State, and local laws, codes, and regulations.
  • Pests that are harmful to plants.
  • Chemical pesticides and herbicides and their use.
  • Operating characteristics of and repair principles used on irrigation systems.
  • Watering requirements for lawns, trees and plants and various types of soil.
  • Safe driving principles and practices.

Skill with:

  • Properly applying herbicides and pesticides in accordance with laws, regulations and safety guidelines including the maintenance of appropriate records associated with such applications.
  • Operating a wide variety of equipment and tools used in parks maintenance, repair, and construction in a safe and effective manner.
  • Use, operate, and maintain chemical spraying equipment in performance of chemical spraying duties.
  • Perform heavy manual labor for extended periods of time in all types of weather.
  • Operate modern office equipment including computer equipment and software, including Microsoft Office and Sportsman's (reservation) City Works asset management software
  • Install, operate, maintain, and troubleshoot irrigation systems.
  • Operate a motor vehicle safely.

Ability to:

  • Assist with the hiring, on-going monitoring, and the termination of seasonal staff.
  • Professionally communicate, coordinate, and execute work involving community volunteers.
  • Obtain permits from UDOT and other agencies as required for work to be executed.
  • Plan, organize, and review the work of parks maintenance staff.
  • Follow tree pruning guidelines established by the International Society Arboriculture
  • Provide lead supervision and training to assigned staff.
  • Interpret and apply the policies, procedures, laws, codes, and regulations pertaining to parks maintenance programs and functions.
  • Prepare clear and concise records and reports and maintain files as appropriate using Microsoft office and other City software.
  • Plan, organize and conduct safety training of staff, including equipment and procedure training as well as weekly tailgate meetings; and document and maintain files on all safety training.
  • Respond to requests and inquiries from the public.
  • Perform the most difficult and complex parks maintenance, landscaping, reconstruction and repair work independently.
  • Perform preventive maintenance on equipment.
  • Understand and follow verbal and written directions.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

WORKING CONDITIONS AND PHYSICAL DEMANDS

Ability to sit, stand, walk, kneel, crouch, squat, stoop, reach, crawl, twist, climb, and lift 100 lbs.; exposure to noise, outdoors, confined workspace, chemicals, dust, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.
