The City of Wilmington, a leading Delaware employer, provides the City's sanitation, recycling, street cleaning, water, and transportation services through the Department of Public Works. The Department provides a wide array of services, including once-a-week recycling and once-a-week residential solid waste collection, treatment and distribution of high-quality drinking water, collection and treatment of sewage, stormwater management, sweeping of all City streets, street paving and repairs, maintenance of traffic signs and signals, line striping, rodent control, snow removal, and maintenance of the City fleet and City properties. General Laborer III reports to the Assistant Supervisor. Additional responsibilities include:

DUTIES AND RESPONSIBILITIES

Work is usually performed under the direct supervision of an Assistant Supervisor who issues general orders on routine jobs and specific instructions when departures are made from established procedures.

Ensures the safe and efficient operation of various automotive and construction equipment, supporting city maintenance projects through both skilled and semi-skilled labor. Performs all work duties and activities in accordance with the City of Wilmington's policies, procedures, and safety practices.

  • Sweeps streets and gutters and loads sweepings into cart or truck. Cuts grass using a push mower, weed whacker, or hedge trimmer, and could possibly use a riding mower. Uses tools and operates equipment not requiring a lengthy learning period or complex skills.
  • Clears snow from crosswalks, gutters, catch basins, and walks in front of public buildings. Sands icy pavements by hand or with a mechanical spreader, working with other departments.
  • Operates non-CDL vehicles while performing manual tasks as well as snow removal operations as needed.
  • Occasionally performs cleaning and messenger duties.
  • Occasionally performs semi-skilled tasks on a relief or emergency basis.
  • Performs manual work in a variety of tasks, which frequently involve the use of acquired skills; may often require a continuous application of physical strength and endurance.
  • May occasionally perform lead worker supervisory responsibilities of a small crew.
  • Work involves the performance of heavy and light manual labor or a variety of semi-skilled tasks.
  • Work is subject to review in progress and upon completion. However, depending on the work location, employees may be assigned individual tasks that are checked upon completion.
  • Required to work snow and other weather-related emergencies at various times. May be required to work overtime as needed.
  • Performs all related work as required.

EDUCATION AND EXPERIENCE REQUIREMENTS

Graduation from a high school or GED equivalency with experience in the operation of complex construction and maintenance equipment; or any equivalent combination of experience and training that provides the required knowledge, skills, and abilities.

  • Knowledge: Equivalency and some experience in performing heavy manual work at the General Laborer II levels and in the use of hand tools requiring some manual dexterity; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Some knowledge in using various small equipment or tools. Ability to operate automotive and related equipment safely and efficiently. Ability to establish and maintain effective working relationships with other employees.
  • Skills: Regularly required to use hands to finger, handle, feel, or operate objects, tools, or controls, and reach with hands and arms. Frequently required to stand and talk or hear. Occasionally required to walk, sit, climb, balance, stoop, kneel, crouch, or crawl, and smell.
  • Abilities: Ability to understand and follow both oral and written instructions. Ability to lift heavy articles and perform heavy manual labor for extended periods of time. Ability to perform manual tasks without close supervision.
  • License: Must possess and maintain a Class D driver's license with a good driving record while in this position.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

All selected applicants must pass a criminal background investigation and have a pre-employment physical.

  • Physical Requirements: Regularly works in outside weather conditions. Frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. Occasionally works in high precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. Noise level is usually loud in the work environment. Ability to lift or move up to 50 pounds independently; up to 100 pounds with assistance.
  • Vision: Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • Working Conditions: Work is performed near moving mechanical parts and outdoors in all weather conditions, including precarious situations. Perform manual tasks requiring physical strength and endurance. The noise level is typically loud.
  • Location and Schedule: This position may require weekend work, nights, or being on-call as part of the regular job responsibilities. Primary work locations Turner Building, 500 Wilmington Avenue, Wilmington, DE 19802; may include City/County buildings, and public safety facilities. Work involves travel between sites as necessary. Work hours are Monday through Friday, 8:30 am - 4:30 pm, based on business needs.
