Job Summary:
The General Superintendent position performs a variety of routine and semi-complex administrative, supervisory and technical tasks in the construction and maintenance of city street and drainage infrastructure; vegetation control, refuse collection/recycling, and cemetery operations. Work is performed under the general direction of the Assistant Public Works Director, and has supervisory responsibilities for 35 employees.
This position is designated as Non-DOT Safety Sensitive and is subject to random drug and alcohol screening.
Salary:
$70,853 - $88,566 per year, depending upon qualifications and experience

Schedule:
- Monday-Thursday 7:30am-5:30pm, Friday 7:30am-11:30am
- Work nights and weekends as needed or directed by supervisor
Essential Functions:
- Supervise the maintenance and time, material and equipment use records; requisition supplies and materials
- Plan, assess, organize and direct a program of street maintenance and repair activities including:
o Crack sealing
o Street sweeping
o Snow and ice removal
o Pavement repair and patching
o Sidewalk maintenance and repair
o Drainage maintenance
o Sign inventory, replacement, and maintenance
o Vegetation control
o Cemetery operations
o Small construction projects
- Oversee and/or participate in interviewing, hiring and training process of new hires
- Recommend the purchase of equipment and assist in the development of specifications
- Receive, investigate and resolve citizen complaints concerning street and drainage conditions and related systems
- Provide professional, punctual and courteous service at all times to citizens of the City of Owasso, as well as to contractors in daily interactions
- Develop and implement the goals, objectives and priorities for the division
- Maintain written logs and records related to employees, work assignments and inspection activities
- Coordinate and oversee the preventive maintenance, cleaning and repair of division vehicles and equipment
- Supervise and participate in the preparation of the annual division budget
- Coordinate activities with other city departments, divisions, and outside agencies
- Develop and perform subordinate employee performance evaluations
- Accurately estimate, time, material, personnel and equipment needs for assigned projects
- Ensure a safe working environment is maintained by enforcing safety policy, increasing safety awareness and ensuring that proper safety equipment is utilized
- Maintain a continuous training program for employee advancement and skill enhancement
- Coordinate, schedule and participate in "On-Call" responsibility for emergency call-out situations
- Monitor current and projected labor, material and equipment needs and expenditures; recommend appropriate actions
- Identify and implement cost-effective, continuous improvement practices
- Plan, organize, schedule and review the work of subordinates and division personnel
- Perform other duties as assigned in a positive manner which supports the vision and strategic objectives of the division/department and the entire organization of the City of Owasso
Minimum Qualifications, Education and/or Experience:
- High School Diploma or GED equivalent
- Valid Oklahoma Drivers' License
- Class "A" CDL or the ability to obtain within six (6) months of appointment to the position
- Proficiency in use of computers and various computer software including MS Word, Excel, and Outlook, among others
- Five (5) years of increasingly responsible supervisory and administrative experience including street and drainage systems maintenance and repair
Knowledge, Skills and Abilities:
- Demonstrated knowledge of principles of organization and administration, budget and personnel management.
- Demonstrated knowledge of materials, methods, practices and equipment used in street maintenance and repair activities.
- Demonstrated knowledge of city geography, including street layout and location.
- Experience and skill to determine material types and estimate quantities for concrete and asphalt installation and repair projects.
- Experience and skill to operate various types of maintenance and construction equipment.
- Experience and skill to design and construct concrete forms. Ability to finish concrete for sidewalk, curb and gutter and drainage headwall installations.
- Experience and skill to interpret and work from sketches, layouts and blueprints.
- Experience and skill to prepare plans and reports for major projects.
- Experience and skill to determine and interpret grade elevations using a construction level.
- Ability to work occasional overtime.
- Ability to communicate effectively verbally and in writing.
- Ability to understand and carry out written and oral instructions.

- Ability to assure that inspection reports are filed daily and include pertinent information concerning progress, product quality, standards compliance, problems encountered and problems solved
- Ability to establish and maintain effective relationships with those contacted in the course of work, within the context of the City's Vision and the "Character-based Culture" of the City of Owasso
Working Environment and Physical/Mental Requirements:
- Primary Job Location: Work performed is performed both indoors in an office setting, and outdoors, in all types of weather conditions, including extreme temperatures, hot and cold, and wet and/or humid conditions. The work environment may include exposure to drafts, noise, dust, and grease.
- Tasks require the following physical abilities
o Ability to operate a variety of equipment, machinery and/or tools as required in performing essential functions of job
o Ability to lift, move or carry objects or materials
o Regularly see well enough to operate equipment, read directions and specifications (frequently with small print), inspect work performed and to view a computer screen
o Hear well enough to converse on the telephone in assisting the public during emergency and non-emergency situations
o Use hands and fingers for operating required equipment, for answering the telephone, using computer keyboard, and writing
o Must be able to lift/push/pull 75 lb.
