Recruitment Range: $30.59-$35.56 hourly dependent on knowledge and experience
Minimum Preparation for Work:- Bachelors degree in Landscape Architecture, Horticulture, Construction management, or a related field;
- Four (4) years of professional experience in project management, at least two (2) of which in a supervisory capacity, preferably related to public infrastructure, assets, or landscape development and maintenance. Or
- Combination of education, training, and/or work experience equal to or higher than the requirements listed above as determined by Human Resources.
- Possession of a valid drivers license and any certifications required to operate project-related equipment.
- Project Management Certification (PMP, CAPM, or equivalent) preferred.
- Professional certifications such as Certified Landscape Professional (CLP) or Certified Landscape Designer (CLD) preferred.
- Experience with local government procurement and contract management preferred.
This is a highly professional and strategic project management position within the Economic Development Department and the Community Redevelopment Agency (CRA) division of the City of Pensacola. The Landscape and Assets Project Manager is responsible for the full life-cycle management of landscape and CRA/city-owned asset projectsplanning, budgeting, procurement, contractor oversight, quality control, reporting, and stakeholder coordination.
The role requires a high level of organizational, analytical, and leadership skills to manage diverse projects involving streetscapes, parks, public spaces, hardscapes, redevelopment sites and supporting infrastructure. This position works across departments and with multiple consultants, vendors, and community stakeholders to ensure projects are delivered on time, within budget, and in alignment with CRA/city priorities and best practices.
Supervision of subordinate landscape staff is required. Work is evaluated through the review of results attained.
Examples of Work:
- Leads project planning, design coordination, bidding, and execution for landscape and public asset projects.
- Manages project scopes, timelines, budgets, and quality assurance for multiple, concurrent capital improvement and enhancement projects.
- Develops and oversees procurement processes including RFQs, RFPs, and vendor negotiations.
- Coordinates with internal departments, engineers, architects, and consultants to develop comprehensive project specifications and performance criteria.
- Tracks project milestones and deliverables using project management software and best practices.
- Develops and implements systems for progress documentation, including site reports, visual documentation, and performance tracking, noting challenges and successes to provide solutions.
- Supervises and directs contractors, service providers, and landscape staff ensuring adherence to city goals, safety standards, and design intent.
- Recommends and implements long-term maintenance and asset management strategies for landscaped and hardscaped public areas.
- Conducts site visits and oversees quality control to ensure projects meet design specifications and sustainability standards.
- Supports Economic Development leadership in strategic planning and capital budgeting.
- Performs related duties as required.
- Knowledge of project management principles and tools, with demonstrated experience managing complex, multi-phase projects.
- Knowledge and understanding of landscaping principles and techniques, including but not limited to, landscape architecture, horticulture, plant selection, irrigation systems, hardscape installation, and construction.
- Knowledge of safety compliance, as it relates to general landscape and construction practices.
- Communication, organizational, and team leadership skills across diverse stakeholder groups
- Ability to traverse various types of landscapes.
- Ability to work with and provide technical expertise and guidance on cross-departmental projects related to landscape project management.
- Ability to work independently.
- Ability to establish and maintain effective working relationships with City, State, and Federal Officials, Contractors, support staff, and the general public.
Mental and Physical Requirements:
While performing the duties of this job, the employee is regularly required to use hands and fingers to hold or feel, reach with hands and arms, walk, talk and hear. The employee is occasionally required to stand, sit, climb, balance, stoop, and crouch. Specific vision abilities include near distance, far distance, color, and peripheral vision, and depth perception.
Work Environment:
The noise level in the work environment is usually moderate. Some jobs may require an employee to be exposed to outside weather conditions, wet and/or humid conditions.
