The City and County of Denver has announced furlough days, or unpaid days off, for most employees to meet a budget shortfall in 2025. There are two fixed furlough days for all limited (temporary positions with an end date) and unlimited (permanent) employees on August 29th, the Friday before Labor Day, and November 28th, the day after Thanksgiving. If you receive an offer for this position, your annual pay will determine whether you are required to take additional furlough days. Details will be discussed during the offer process for selected candidate(s).

What We Offer

The City and County of Denver offers a competitive salary commensurate with education and experience. The salary range for this position is $91,373.00- $150,766.00. New hires are typically brought into the organization between $100,000- $130,000. We also offer generous benefits for full-time employees which include but are not limited to:

Location

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. Employees must work within the state of Colorado on their off-site days.

The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site and/or in the field at least 3 days a week and telecommute remotely at a designated workplace within the State of Colorado the remaining days.

What Youll Do

Design Engineering and Construction (DEC) is approaching these facility projects with a renewed focus on constructing and rehabilitating facility infrastructure and systems to ensure operational continuity, reliability, optimization, and efficiency. We are looking for an interdisciplinary Project Manager who brings a depth and breadth of technical proficiency; critical problem solving, communication and facilitation; financial acumen; stewardship; and an ability to invest in the success of the DEN Design Engineering and Construction (DEC) Development facility projects throughout their project lifecycles. This Project Manager will oversee various facility projects at DEN.

The various planning and development projects currently underway will require several years to develop, design, and build. The knowledge, growth, and integration of this position with these stakeholders are instrumental to the long-term resiliency of these programs. This position will be required to consult with DEN stakeholders to determine and establish project plans and goals, formulate and define the scope of work and objectives, and develops project work plans including time frames, funding limitations, contract costs, risk factors, staffing requirements, and allotment of available resources to various phases of the programs. This position will report to the Facility Projects Supervisor in DENs Design, Engineering, and Construction.

Specifically, as the Design Engineering and Construction (DEC) Project Manager, you will:

  • Provide the knowledge, expertise, and overall support to the projects for future development, infrastructure, and overall design and construction needs at DEN
  • Consult with stakeholders to determine, establish, and execute project work plans and goals
  • Formulate and define scopes of work and objectives
  • Develop project time frames, funding limitations, contract costs, risk factors, resource requirements, and allotment of available resources to various phases of the projects
  • Confer with management in order to maintain established project plans and goals, scope of work, and project work plans including time frames, funding limitations, contract costs, risk factors, and allotment of available resources to various phases of a project
  • Review projects for code and standards compliance, monitor the progress and quality of a project, and resolve problems and project barriers by identifying strategies and approaches to overcome barriers
  • Assist or participate in preparing pre-bid materials defining scope of work and related information necessary for request for qualifications (RFQ) and request for proposals (RFP) and responding to questions concerning the project and/or contract(s)
  • Prepare and communicate project status reports for key stakeholders and provide updates on project activities and information on risks and mitigation strategies
  • Manage scope, schedule, and budget of assigned projects; facilitating the delivery of Tenant projects as the primary representative of the airport for these projects; and coordinating the effective communication between various airport divisions related to the planning, execution, and turnover of these Tenant projects
  • Create, analyze, and maintain project schedules and budgets; write Scopes of Work and Requests for Proposals (RFPs); and manage design and construction contract agreements
  • Respond to Request for Information (RFIs), contractor submittals, Change Requests/Orders; utilize various project delivery methods; plan, define, and measure project performance through reporting; and host team meetings or attend in person
  • Proactively identify, prioritize, and mitigate project risks; understand and apply emotional intelligence to your work environment; identify and implement innovations to improve project and team performance; perform job walks occasionally and interface with City and County of Denver employees and customers.
  • Manage designs and design teams to produce quality contract documents. Coordinating with DENs SMEs (Subject Matter Experts) to ensure the Design Standards are met.

What Youll Bring

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Two (2)) or more years of engineering, architecture, and/or construction management experience and a demonstrated history of aviation projects or facilities-type projects within critical operation facilities similar to DEN
  • Preferred degree in project management, engineering, construction management, and architecture.
  • Experience with stakeholder engagement and coordination related to the development and management of facility project design and construction efforts
  • Experience communicating and partnering with a diverse group of individuals
  • Experience in the architectural, engineering, and/or construction management industries
  • Strong writing and verbal communication skills
  • Strong education and/or experience backgrounds
  • A drive and passion for delivering high-quality, creative, and technically sound solutions to unique problems
  • Ability to handle several projects simultaneously

Required Minimum Qualifications

  • Education: Bachelor's Degree in Business, Management, Public Administration, or a related field. .
  • Experience: Two (2) years of professional project management experience in the related occupational group including coordinating, administering, and monitoring projects.
  • Education and Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • Licensure & Certification: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.
