The salary indicated above includes longevity (1% earned after 5 years and increases to a maximum of 4% after 20 years).

Under general direction of the Wastewater Manager, supervise and participate in the daily operation and oversight of the City of Bremertons Class IV secondary wastewater treatment plant (WWTP) and eastside UV/CSO plant (ESTP). Monitors processes and makes necessary adjustments to ensure compliance with state and federal standards. (Note This list is intended only to illustrate the various types of work that may be performed. The omission of specific statements does not exclude them from the position.)

Plans, schedules and participates in the daily activities of the westside and eastside wastewater treatment plants.
Coordinates daily meetings with Operations staff for efficient time usage
Coordinates with the WWTP Maintenance Supervisor to ensure repairs are made in a fashion that ensures continuity of plant operations
Responsible for ensuring that the plant meets all process control targets in the various treatment systems and odor control systems and monitors the SCADA alarm system.
Implements policies and Standard Operating Procedures for process monitoring and control.
Supervises the collection of plant process samples. Coordinates with the Lab Tech to review the results of plant process control samples and interprets their results for the adjustment of wastewater process systems, plant operations and equipment in order to comply with local, state and federal discharge permit requirements.
Evaluates equipment performance and corrects deficiencies. Investigates odor issues and implements needed corrective actions.
Trains and supervises operations staff in the performance of their duties. Creates monthly shift schedules, time off, daily work assignments and standby schedules. Adjusts schedules accordingly to accommodate for accidents, personnel issues, and needed leave as required
Completes employee evaluations as defined by City policy and procedures. Assists employees in developing goals and objectives for professional development, schedules required training and counsels employees as needed.
Inspects work for completeness, and assists in the investigation of accidents. Participates in all required work and fills in for operators during scheduled and unscheduled leave periods when other operations staff is unavailable. Performs hands on demonstrations of how the work is to be accomplished.
Supervises and assigns the plant preventative maintenance (PMs) job tasks to operations staff. Reviews completed PMs, and coordinates with maintenance staff with any mechanical problems encountered during PMs. Coordinates plant operations with the maintenance staff to maximize the effective use of equipment and personnel.
Coordinates the maintenance and upkeep of both westside and eastside plant grounds and landscaping. Coordinates the maintenance of landscaping equipment and the purchase and ordering of landscaping supplies per the Managers approval. Reviews all operations expenditures and purchases to support budgeting and work order document. Ensures staff hours and materials are properly documented in the City of Bremertons asset management/work order program (Cartegraph).
Develops and maintains wastewater records such as chemical usage, plant flows, operations equipment, process checklists, and logbooks.
In conjunction with the City of Bremertons Stormwater NPDES staff, is responsible for overseeing compliance with the wastewater treatment plants Industrial Stormwater General Permit. Responsible for the Industrial Stormwater Permit, with guidance from the Stormwater Manager. Coordinates with the WWTP Lab Tech for quarterly sampling of said stormwater permit. Responsible for monthly stormwater inspections at the WWTP and retention of those records.
Is responsible for overseeing compliance with the City of Bremertons wastewater treatment permits that include but are not limited to: Puget Sound Clean Air Agency; Biosolids General Permit; NPDES permit; and any other relevant permits
Coordinates with the manager, the preparation for proposals and specifications for purchases of major items (bulk chemicals, polymer & equipment); along with requisitions of supplies and materials needed for effective department operation. Order chemicals, supplies and equipment as needed to insure the ongoing operation of the plant. Coordinates safe storage of supplies and maintains inventory controls. Coordinates operations with various manufacturers and suppliers (such as Waste Management) to ensure efficient operation. Investigates new equipment and processes and start-up of new equipment.
Performs landscape maintenance duties at both wastewater treatment plants and ensures proper maintenance on the landscape equipment.
Monitors and operates the recreational vehicle sanitary disposal site.
Oversees and performs (as needed) janitorial duties at the WWTP and ESTP.
Coordinates and schedules plant tours for community, regulatory agencies, schools and individuals. As assigned, attends relevant training and trades seminars.
Fills in for the Wastewater Manager at various meetings as needed or assigned.

KNOWLEDGE, SKILLS AND ABILITIES (Entry Requirements)

Knowledge of:
City policies, procedures and guidelines. Principles, materials and procedures related to the operation and maintenance of an advanced class IV secondary activates sludge wastewater treatment facility, eastside UV/CSO plant and odor control facilities.
All laboratory equipment and procedures as required by DOE permit.
Secondary advanced activated sludge processes
Odor scrubber systems.
Health and safety hazards/precautions connected with wastewater treatment facility and odor control facility operations and maintenance.
Appropriate supervisory principles and guidelines.
Lockout/Tag Out procedures
EPA CFR 40 Part 503 Biosolids regulations
Confined space entry
Operation of solids dewatering equipment (centrifuge, rotating drum thickener)
Computer operations, including Microsoft Word and Excel, data management, and specific programs related to wastewater plant operations and maintenance.

Skills in:
Safe use and care of hand tools, power tools, construction and maintenance equipment used in the department.
Development of timely cost-efficient operating procedures.
Creation and maintenance of complex, cost effective work and duty schedules.

Ability to:
Operate and supervise the operation of all plant pumping, treatment, process control and odor control equipment and processes including but not limited to: forklifts, rotating drum thickeners, sludge and chemical pumps, ultraviolet (UV) disinfection system, fine screens, augers, VFDs, valves, air compressors, aerators, grit removal systems, chlorine contact chambers, lab equipment, and lawn maintenance equipment.
Manage staff issues including scheduling, leave requests, and performance reviews.
Communicate effectively both in writing and verbally.
Interpret specific chemical and biological analysis and act on a variety of data and instrument readings.
Respond quickly and effectively to plant operations problems.
Accurately log instrument readings and operation information.
Resolve problems at the lowest possible organizational level.
Understand, implement and adhere to the current City of Bremerton NPDES Permit.
Enter and work in a confined space per City and OSHA regulations.
Requires the employee to talk, receive and understand written and oral communication and to also give written and oral instructions in the English language. This position requires the ability to calculate mathematics problems and equations.
The ability to effectively and professionally interact with internal and external customers.Any combination of education and experience equivalent to a High School Diploma or G.E.D,

Four (4) years experience in water, wastewater or an industrial environment. Four (4) years of progressively responsible maintenance, laboratory and supervisory experience in wastewater treatment or related field preferred.

Special Requirements:
Valid Washington State Drivers License. Possession of a Washington State Wastewater Operator Group III Certificate issued by the Department of Ecology preferred, or the ability to possess a Washington Department of Ecology Wastewater Group III certificate in 12 months.
Possession of a Washington State CPR/First Aid Certificate.
Forklift, flagger, and crane certificate must be obtained by a date set by the City.
Requires working in a standby rotation with callbacks on a 24-hour basis.

Physical Requirements:
Climbing. Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion.
Balancing. Maintaining body equilibrium to prevent falling and walking, standing or crouching on narrow, slippery, or erratically moving surfaces. This factor is important if the amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
Stooping. Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
Kneeling. Bending legs at knee to come to a rest on knee or knees.
Crouching. Bending the body downward and forward by bending leg and spine.
Crawling. Moving about on hands and knees or hands and feet.
Reaching. Extending hand(s) and arm(s) in any direction.
Standing. Particularly for sustained periods of time.
Walking. Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.

Pulling. Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
Lifting. Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
Fingering. Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.
Grasping. Applying pressure to an object with the fingers and palm.
Feeling. Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
Talking. Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

Applicants should include all relevant information on the City application. Applicants education, training, and experience will be assessed. The passing score is 70%. The top qualifying candidates will be invited to participate further in the examination process. Meeting or exceeding qualifications does not guarantee the applicant will be invited to participate in the oral examination process.

Oral Examination: A panel will evaluate the applicants training, experience, and ability to perform the job. Placement on the eligibility list is determined by weighted examination scores as follows:

Appraisal of application packet regarding Experience and Education/Training - Passing Score 70% - Weight 40% Oral Examination - Passing Score 70% - Weight 60%

Applicants must achieve a score of 70% or better on each portion of the exam in order to be placed on the hiring list.

Employee Preference: Regular City employees applying for and passing an Open Examination will have seven point five (7.5) percent of their PASSING score added to establish their final score.

Veteran's Preference: Veterans, who have passed an examination, shall be entitled to preference pursuant to Chapter 41.04 RCW.

LEGAL and REGULATORY EMPLOYMENT CONDITIONS

Fair Labor Standards Act: The classification is non-exempt under the laws of fair Labor Standards Act minimum wage and overtime provisions.

Representation: The classification is included in the bargaining unit pursuant to the Recognition Article of the current labor agreement between the City of Bremerton and the Teamsters Local 589.

Civil Service: The classification is not included in the City's Civil Service System.

Appointment and Removal Authority: The position is filled by appointment by the Department Head. Removal is by action of the Department Head in conformance with current City Policies & Procedures and the current labor agreement.
