This position is located at Central Office in St. Paul and has the flexibility to work a hybrid schedule or work in the office. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor. The incumbent may be expected to work in the office on occasion.

This position provides executive leadership to the MnDOT Operations Division by managing public policy, establishing priorities and implementing and integrating programs. It is responsible for coordinating and guiding division programs and projects and serving as a liaison between districts and offices to promote collaboration, communication, and transparency.

As a member of the Operations Division Management Team the position:

+ Provides leadership for division direction and programs.

+ Assists in prioritizing division products and services, focusing on project development, Americans with Disabilities Act program, Shared Services, and program development and tracking.

+ Leads and collaborates across the department to move the department's strategic vision and direction forward.

+ Serves as a voting member of Senior Leadership Team, Governance Committee.

+ Acts as proxy for the Assistant Commissioner of Operations as a voting member on SLT and Transportation Program & Investment Committee.

The Operations Division includes the Office of Maintenance, Office of Traffic and Safety Operations, Transportation Systems Management and Operations that includes the Office of Connected and Automated Vehicles and the Electrical Services section, the Shared Services function, the Americans with Disabilities Act unit, and eight MnDOT districts. The division has approximately 3,800 employees and numerous clientele both internal and external to the agency across the state, region and nation.

In-state travel is up to 15% of the time, and out of state travel may include several conferences each year.

**Minimum Qualifications**

**Registration as a Professional Civil Engineer with the** Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELSLAGID)

AND

Three years of executive leadership and management experience directing multiple programs and strategic initiatives for a large transportation organization.

+ Leadership: Considerable leadership skills and experience to successfully lead and manage agency initiatives; develop and implement innovative solutions to complex issues; and lead and motivate others who do not report directly to you in developing and completing projects/programs.

+ Technical Expertise: Experience demonstrating a broad understanding of the technical areas of operations, maintenance, program planning and delivery; and experience planning, directing, implementing and explaining complex transportation programs; and knowledge and experience with the legislative process.

+ Fiscal and Human Resources Management: Knowledge of fiscal and human resource needs, limitations, and alternatives to effective use resources to deliver products and services.

+ Communications/Human Relations: Excellent oral and written skills to successfully interact and create strong relationships with management, external stakeholders, and MnDOT staff.
