Description of Job

This position is located at the Centennial Headquarters and is part of a team that manages, plans, and oversees a variety of construction projects for all Colorado Army National Guard facilities statewide. This position works a compressed work week of Tuesday through Friday, 10-hour days. This position will eventually complete training and be assigned to serve as the DMVA State Buildings Program (SBP) Delegate. This responsibility acts on behalf of the Department of Personnel & Administration/Office of the State Architect as the listed authority to sign for the State Buildings Program in the administration of State contracted design/construction projects. This position will also manage Architectural programming, design, and construction oversight in support of the Colorado Army National Guard and Veterans Affairs, including new facility projects and improvements to existing facilities across the entire state. Specific duties include, but are not limited to:

reviewing and approving all official documentation requiring signature by the Office of the State Architect;

administering and overseeing the State Buildings Program procedures and rules within the Department, with close coordination with the State Architect, DMVA finance, and staff;

providing administrative review and approval of construction drawings and specifications for conformance with Office of the State Architect standards;

participating in Land Acquisition opportunities for new DMVA facilities, assisting with site reviews and preparation of development costs, and coordinating with DMVA leadership, finance, and Real Estate Delegate on land appraisals and dispositions of existing COARNG facilities;

providing reporting to the Office of the State Architect as new Senate/House Bills and alerts are disseminated;

coordinating with the Construction and Facilities Management Office and Veterans Affairs staff for requested information;

assisting with funding reconciliations at the end of each Controlled Maintenance project, determining if funding is available to transfer to another financially challenged project, and coordinating with the State Architect and DMVA Accounting on transferring available funding from one project to another;

coordinating with DMVA finance to assist with State Auditors, State Controller, or outside audits as needed;

administering the yearly DMVA State Budget Submission for Capital Construction and Controlled Maintenance projects and preparing comprehensive and accurate budget submission documents;

providing the Construction and Facilities Management Office Director and DMVA Deputy Executive Director with a recommended list of projects for review and comment;

managing the design and construction for complex Sustainment, Restoration, Modernization, and Controlled Maintenance of up to $4,000,000, with emphasis on architectural improvements and determining the most effective way to analyze engineering studies or proposals;

analyzing complicated architectural/engineering data to determine optimal design methodology;

preparing and/or overseeing the preparation of architectural/ engineering drawings, specifications, and comprehensive cost estimates covering a broad range of complex facilities and utility systems for all areas of support of the Colorado Army National Guard;

coordinating construction schedules with users/units/activities; overseeing bid process & contracting general contractors;

providing observation of the project to ensure projects are completed according to specifications and applicable codes;

reviewing change orders requested by the Construction Contractor and negotiating as an official representative of the DMVA with Construction Agents; and

administering complex contract issues as they arise, coordinating with DMVA leadership, DMVA finance, and the Attorney General when vendor disputes and legal Issues arise.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications

Current, valid licensure as an Architect by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors. Please note you must attach a copy of your licensure to your application to be considered for this position.

AND

Five years of professional experience in construction management.

Substitutions

Please note that there is no substitution for the valid licensure as an Architect.

Current, valid licensure as an Architect by the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors. Please note you must attach a copy of your licensure to your application to be considered for this position.

AND

Additional education that was not required for the Architect license from an accredited institution in the fields of Architecture, Mechanical, Civil or Electrical Engineering, or Construction Management, may be used to substitute for the required experience listed above on a year-for-year basis. In order for credit to be granted for education, your educational transcripts must be attached to your State of Colorado application.

Preferred Qualifications

Professional experience in architecture or architectural engineering.

Experience in bidding and contracting construction projects.

Experience developing and writing project Scopes of Work.

Knowledge of and experience using standard State of Colorado contracts and other forms used during project development and execution.

Experience reviewing construction documents and as-built drawings in AutoCAD.

Conditions of Employment

Must have and maintain a current Colorado Driver's License.

Must be willing to undergo a background check.

Must be willing to travel to facilities within Colorado and to attend training outside of Colorado.

Must be proficient with Microsoft Outlook, Word, Excel, and have a working knowledge of AutoCAD software.

Must have strong oral and written communication skills.

Must have strong contract negotiation skills.

Must have the ability to adapt standard practices and to apply innovative techniques in solving design and construction challenges.

Must be willing to work ten-hour work days, Tuesday through Friday.
