Performs professional and technical work for Onslow County Government. Work involves managing, directing, and reporting on construction projects, coordinating activities with other divisions, departments, consultants, contractors, and outside agencies, ensuring work quality and adherence to standards, specifications, policies, procedures, and regulations. The Project Manager must exercise considerable initiative and independent judgement to successfully complete construction of projects on time and within budget. The Project Manager serves as the liaison with County employees, government officials at various levels, elected officials, state and regional agencies, the public, customers, contractors, and consultants and must exercise tact, courtesy, and professionalism at all times. Work is performed under the moderate supervision of the Asset and Facility Management Director.

  • Analyze and compile construction cost estimates, proposals, quotations, and bids.

  • Assist with the selection, negotiation, progress evaluation, and payment of professional consultants and construction services.

  • Represent the County's interest during the planning and construction phase of County projects.

  • Review, analyze and prepare reports and other correspondence on activities and transactions related to assigned projects, and provide timely information and status updates on assigned projects.

  • Reviews the schematic design, design development, and construction drawings designed by outside consultants for meeting programming, functionality, building codes, materials use, special codes, or design standards, and accepted architectural standards.

  • Coordinate internal architectural/engineering review of schematic designs and construction drawings provided by outside consultants with conformance with operational needs and local, state, and federal codes and professional standards.

  • Oversee the construction of new County facilities and renovation/expansion projects.

  • Review, negotiate, and approve change orders during construction as appropriate

  • Ensure construction timelines and budgets are met.

  • Assist the Purchasing Division with developing RFQ's, preparing bids and contract documents, executing contracts and payment requests

  • Assist the Planning and Development Department with plan review/approval and quality control throughout the building plan review and construction process.

  • Attend Board meetings, public hearings, public meetings, and conferences regarding present, past and future projects as required

  • Review and approve shop drawings, construction materials, construction schedules, schedules of value and contract change orders as required.

  • Manage projects in conjunction with engineers an contractors in the office and field.

  • Ability to communicate with the public, engineers, developers, contractors, attorneys, planners, and other county departments effectively and efficiently.

  • Performs assigned functions as a Disaster Ready Team (DRT) member, if appointed or volunteers.

  • Performs other duties as assigned.

Excellent oral and written communication skills to be able to effectively communicate with individuals at all organizational levels. Detail oriented with strong analytical and problem-solving skills. Excellent multi-tasking, time-management, and strong interpersonal skills for effective interaction with internal and external customers and building relationships with various contacts. Ability to gather and analyze information on a variety of subjects and to disseminate that information. Ability to establish and maintain effective working relationships with County officials, vendors, and the public. Proficiency with software applications such as GIS, AutoCAD, Bluebeam, and standard office products.

Physical Requirements

Must be physically able to operate a variety of machinery and equipment including computers, copiers, calculators, printers, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 50 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are more than those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, the job is rated for Light WorkBachelor's Degree from an accredited university with major course work in construction management, engineering, or architecture and five (5) years of related experience managing construction projects; or equivalent combination of education and experience.

Special Requirements

  • Valid North Carolina Driver License required by first date of employment with good driving record.
  • Demonstrated knowledge of NC General Statutes and NC Building Codes relating to architectural and/or engineering planning, design, consulting, contract administration, construction, renovation, and major maintenance and repair.
  • Demonstrated knowledge of architectural and/or engineering design methodologies, construction methodologies, and construction management, as well as general construction
  • Demonstrated knowledge of materials, construction techniques, codes and standards, soils, project management, and of the laws and ordinances pertaining to the design, construction, and renovation of buildings and other facilities.
  • Demonstrated experience creating design solutions to estimate costs, schedule, and/or coordinate projects, and to technically direct others and review and evaluate their work.
  • Demonstrated experience planning and/or directing the work of architects, engineers, and/or construction personnel.
  • Demonstrated ability to communicate effectively both orally and in writing, and to establish and maintain effective working relationships.
