This position serves as a plant manager and the DOTD Pre-stress Concrete Specialist, as needed, at Headquarters and at various fabrication plants that produce precast or pre-stressed concrete bridge members. There are currently eight (8) permanent certified plants located throughout Louisiana and neighboring states, resulting in the need for the incumbent to travel and stay overnight for extended periods of time to perform inspection duties at these plants.

Possession of a high school diploma or GED plus five years of sub-professional engineering experience.

SUBSTITUTIONS:

Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.

College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics. All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.

Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.

Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.

A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience.

Possession of an engineer intern certificate will substitute for all of the required experience.

SUPPLEMENTAL QUALIFICATION REQUIREMENTS:

Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position.

NOTE: Any college hours or degree must be from an accredited college or university.

Supplemental Qualification:

Minimum of five years' experience in the inspection of precast pre-stressed bridge members.

Job Duties:

• This position is responsible for ensuring high quality and uniform QA inspection is practiced at all plants.
• The incumbent of the position is an expert at identifying violation of contract detail requirements, along with material/product quality issues and works with the fabricator for swift resolution,
• The incumbent of the position is an expert in assessing the extent of damage or fabrication flaws in concrete members, and makes recommendations to the Fabrication Engineer for rejection or possible repair of material and procedures.
• This position provides technical support to the Fabrication Engineer in areas of precast and pre-stressed concrete bridge fabrication.

-Assists in the resolution of fabrication issues in conjunction with Bridge Design Engineers, and provides technical input to assist in the resolution of contract claims involving concrete fabrication.
