Job Description Summary

Manage work for the division in support of various road maintenance and construction projects required by the Public Works Department.

Job Description

Supervision - 60%:

  • Evaluate and prepare written counseling and evaluation of performance on subordinate employees.
  • Must be familiar with County code chapters III and VIII.
  • Conduct direct and indirect supervision of all positions in the division.
  • Train subordinate employees.
  • Manage and develop annual budget requirements for the Maintenance Support Division.
  • Effectively deal with the public to resolve issues.
  • Manage a fleet of vehicles, equipment, and ancillary sets, kits, and tools.
  • Manage all aspects of highway signing and pavement striping.
  • Manage snow removal in county parking lots with the ability to take over management of snow removal operations in the absence of the snow boss.
  • Manage supplies and purchasing for the Maintenance Support Division.
  • Must perform work in a courteous and safe manner.

Administration - 30%:

  • Read, analyze, and interpret legal descriptions, maps, construction drawings and legal documents.
  • Interpret a variety of instructions furnished in writing and oral form.
  • Proficient in automation technology to effectively communicate, plan, schedule, and manage data.
  • Plan, schedule, organize and complete projects in a timely and cost-effective manner.
  • Coordinate with other Public Works divisions, other Weld County departments, cities, and towns.
  • Respond to common inquires or complaints from citizens or regulatory agencies.
  • Effectively present oral and written reports to management, public groups, and/or elected officials.
  • Interpret a variety of instruction furnished in written and oral form.
  • Design and manage temporary traffic control for Weld County Public Works operations.

Other Duties as Assigned - 10%:

  • Plan and support Emergency Management responses.
  • Manage snow removal in Weld County and have the ability to take over management of snow removal operations as a snow boss.

Required Qualifications

Education Level

  • High School Diploma/GED

Required Work Experience

  • Minimum of 10 years' experience in the appropriate construction and/or maintenance field, including five years of supervisory experience.

Or

  • Any equivalent combination of experience and training which provides the required knowledge, skill, and ability.

Licenses/Certifications Licenses/Certification Details

  • Valid Colorado Commercial Driver's License, Class A with tanker endorsement.
  • Ability to be MSHA certified.
  • Current TCS course completion certificate.
  • Must have attended FHWA TIM training in the past three years.

Knowledge, Skills and Abilities

  • Must have basic familiarity with and experience working with a variety of road construction, maintenance and repair equipment and materials.
  • Must demonstrate proficiency as measured by the department in computers, computer programs used by the county and communication both orally and in writing.
  • Must be proficient as determined by the department in the operation of at least two heavy equipment machines utilized by the division.
  • Must have extensive knowledge of traffic sign, marking materials and operations.
  • Must have extensive knowledge of MUTCD and be able to research traffic control standards.
  • Add and subtract two-digit numbers and multiply/divide with 10's and 100's. Perform these operations using units of money, weight, measurement, volume, and distance.
  • Ability to apply concepts such as fractions, percentages, ratio, and proportions to practical situations.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Candidate must pass a background check prior to employment start date.
  • Candidate must pass a substance use screening prior to employment start date.
  • This position will participate in random substance use screening.
  • Candidate must pass a physical demands evaluation post offer screen compatible to this position.

Employee will regularly perform the following: stand, walk, sit, reach angularly, wrist flexion/extension, elbow flexion/extension, supination/pronation, and grasp. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee is frequently exposed to hazards, temperature change, fumes or airborne particles and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to extreme heat and cold temperatures. The noise level in the work environment is usually loud.

This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
