The Role:The Temporary Traffic Engineering Technician performs technical and skilled paraprofessional traffic engineering work involving street lighting, traffic studies and surveys, construction barricading and traffic control, and drafting design.

The ideal candidate for the role will have an Associate's Degree in traffic engineering, civil engineering, computer science, or a related field, and at least two years experience in traffic engineering.

Salary and Hiring Bonus:This position is a Grade 316 with an annual salary between $57,241-$85,861

Temporary status position's offer:

  • Sick leave accrues at 2.72 hours per pay period (70.72 hours per year).

Retirement:

  • This position participates in the Arizona State Retirement System (ASRS).
  • Contribution is mandatory, and the current contribution rate is 12%.

Essential Functions

Depending on area of assignment, job duties will include:

  • Responds to, investigates, and resolves citizen concerns and requests related to traffic engineering issues or services; interacts with residents and project designers and contractors by telephone, in writing and in person.
  • Prepares written work requests in CAD or other systems to install, modify or maintain traffic control devices and traffic engineering infrastructure; works with contractors on construction and maintenance of traffic mitigation devices and other traffic engineering infrastructure.
  • Performs traffic accident analyses, speed studies, school zone studies and other traffic and parking studies; utilizes ArcGIS to manage traffic engineering data, prepare and analyze reports on various traffic engineering elements as well as infrastructure maintenance.
  • Conducts plan reviews for street lighting designs based on standards provided in the city's Street Lighting Manual; works with contractors and designers to resolve issues.
  • Conducts field inspections related to traffic engineering projects and to investigate site conditions in response to traffic engineering concerns.
  • Attends pre-construction meetings on traffic engineering construction projects; monitors street construction zones for adherence to standards and practices; inspects new and existing streetlights for design conformance.
  • Prepares written reports on neighborhood traffic issues and other traffic concerns.
  • Performs cost recovery duties to reimburse the city for damaged assets.
  • Develops and prepares engineering reports and recommendations for changes to city streets; develops and prepares four-way stop warrants.
  • Develops, coordinates, and administers the city traffic count program and prepares the annual count map.
  • Identifies need for new signs; invoices developers for signs in new subdivisions.
  • Operates city vehicles.
  • Performs other related duties as assigned.

Street Lighting Division:

  • Responds to, investigates, and resolves citizen concerns and requests related to street lighting; interacts with residents, project designers and contractors by telephone, in writing and/or in person.
  • Creates and follows up on GlendaleOne service requests and work orders for streetlight repairs.
  • Prepares written work requests to install, modify or maintain street lighting infrastructure; works with contractors on construction and maintenance of streetlights and associated infrastructure.
  • Utilizes ArcGIS to manage the street lighting data: This includes GIS map publishing; collecting location and equipment information for new streetlight poles to be added to the GIS database; identifying and correcting data errors and omissions; planning contractor work duties and auditing their work; preparing reports for management review based on database information.
  • Assists with plan reviews for street lighting, onsite lighting, and cell towers designs based on standards provided in the city's Street Lighting Manual; works with contractors and designers to resolve issues.
  • Conducts field inspections related to street lighting projects and infrastructure. Surveying neighborhoods to find and report streetlight issues such as obstructions, surface rust, fixture issues, leaning poles, damaged junction boxes, missing parts, etc.
  • Conducts billing audits including field inspections of work performed for pole painting, pole replacement, pole wrapping, fixture conversions, pole numbering, etc.
  • Performs cost recovery duties to reimburse the city for damaged assets. Streetlight reimbursement processing includes responding to the incident, data tracking, submitting evidence and invoices related to the incident, and confirming reimbursement through Simplicity.
  • Attends meetings, training, and perform administrative duties; works with the department liaison to coordinate updates to the street lighting program website.
  • Performs street light night inspections.
  • Updates the City's GIS dashboard
  • Assists in the Lucity implementation
  • Locates electrical lines associated with the streetlight program.

Associate Degree in traffic engineering, civil engineering, computer science, or a related field, and at least two years experience in traffic engineering.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:

  • Theory, principles and practices of traffic engineering design and implementation
  • Methods and practices of traffic engineering studies and surveys
  • Street lighting design
  • Phoenix Barricade Manual and techniques for barricading
  • Manual on Uniform Traffic Control Devices and its application to Traffic Engineering functions
  • ArcGIS Software
  • Various computerized drafting programs such as AutoCAD and Microsoft Office Suite

Specific to Street Lighting:

  • Geographic Information Systems
  • Street lighting design
  • Light distribution patterns
  • Dark sky-compliance light fixtures

Ability to:

  • Analyze situations, develop recommendations, and produce written and oral reports
  • Review and approve plans for safe and effective traffic control devices and monitor for compliance
  • Utilize the city's streetlight monitoring system
  • Make daily decisions affecting the safety of the public
  • Perform computer aided drafting assignments
  • Use computers and software related to traffic engineering programs, counts, and surveys
  • Establish and maintain effective working relationships with city employees, outside contractors and developers, utility companies, and the general public
  • Effectively communicate verbally and in writing
  • Operate city vehicles

Special Requirements

  • Valid Arizona driver's license.
  • Possession of IMSA Roadway Lighting certification and IMSA Signs and Markings Level 1 is preferable.
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.

Requires some lifting of up to 50 pounds, walking on busy roadways, and may involve placement of traffic count equipment. Inspections or work in roadways requires adherence to safety precautions. Enters, exits, and operates city vehicles. Most of work performed in field inspecting traffic control devices at construction sites, traffic engineering equipment, or roadway situations
