The Role:Depending on area of assignment, the Facilities Management Supervisor supervises contract monitors, planner/scheduler, trades worker leads, trades workers, building maintenance workers, custodian leads, custodians, and contractual workers assigned to City buildings; oversees outsourced services. Coordinates the computerized maintenance management system, small project management, customer connect, asset management information of city facilities, the overall preventative maintenance, repair, and cleaning of city and park facilities.

The ideal candidate will have two years of trade school or college level course work in building construction, maintenance, and repair, and four years experience in general construction at the journeyman level including one year of lead or supervisory experience. Project management experience a plus.

Salary:

This position is:

  • FLSA Exempt, and will be paid a salary regardless of hours hours worked per week.
  • This position this position is a Grade 410 with an annual salary between $76,709.00 - $115,064.00.

Holiday, Vacation, and Sick Leave:

City of Glendale Regular status positions offer:

  • 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays

  • Vacation leave accrues at:

  • 5.33 hours per pay period (138 hours/17.25* days per year)

  • Increases to 6.12 hours per pay period after 5 years

  • Then caps out at 7.6 hours per pay period after 10 years of service

  • Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year)

  • Days per year estimates are based on an 8-hour work day

Retirement:This position participates in the Arizona State Retirement System (ASRS).

  • Contribution is mandatory, and deducted every pay period
  • The current contribution rate is 12.00%

Planning Section:

  • Oversees building maintenance contracted services and asset renewal project management functions.
  • Administers the computerized asset management system.
  • Creates and manages an on-going building condition assessment program and an on-going building commissioning program.
  • Manages small building renewal projects up to $500,000 construction value.
  • Oversees the planning section of Facilities Management to scope projects, develop asset management and capital improvement plans and oversees outsourced services.
  • Develops and monitors yearly departmental budget.
  • Develops and operates a quality assurance inspection program for work performed by outside contractors.
  • Receives and resolves complaints and problems concerning personnel supervised and contracted work performed.
  • Provides instruction to assigned staff in proper work procedures, safety practices, departmental policies and procedures.
  • Makes recommendations and develops cost estimates for building renewal projects.
  • Reads and interprets blueprints and building plans.
  • Prepares oral and written technical and statistical reports to the superintendent of facilities management.
  • Manages multiple vendor contracts and participates in the RFP process.
  • Meets with professional engineers, architects, and contractors for pre-design information related to the remodeling of existing facilities and the construction of new city facilities and parks.
  • Assists the superintendent in the planning of long-term goals for the division.
  • Participates in the development of the capital improvement plan for city facilities.
  • Operates city vehicles.
  • Performs other related duties as assigned.

Construction, Remodel, Maintenance and Repair:

  • Oversees the planning section of Facilities Management to scope projects, develop asset management and continuous commissioning plans and oversee outsourced services.
  • Schedules, organizes and supervises work crews involved in construction, remodeling, custodial services, maintenance and repair of all city owned buildings and parks facilities.
  • Writes and reviews work requests, prioritizes and assigns jobs to staff.
  • Schedules preventative maintenance tasks to be performed on City equipment such as air conditioners, heaters, coolers and pumps.
  • Develops and monitors yearly departmental budget.
  • Inspects work by city staff and contract staff, both in progress and upon completion.
  • Receives and resolves complaints and problems concerning personnel supervised and work performed.
  • Provides instruction to assigned staff in proper work procedures, safety practices, departmental policies and procedures.
  • Makes recommendations, and develops cost estimates on materials, supplies, equipment and personnel needs.
  • Reads and interprets blueprints and building plans.
  • Orders supplies and materials for projects.
  • Prepares oral and written technical and statistical reports to the superintendent of facilities management.
  • Administers the computerized preventative maintenance and work management system.
  • Manages multiple vendor contracts and participates in the RFP process.
  • Meets with professional engineers, architects, and contractors for pre-design information related to the remodeling of existing facilities and the construction of new city facilities and parks.
  • Attends various meetings and committee functions.
  • Assists the superintendent in the planning of long-term goals for the division.
  • Participates in the development of the capital improvement budget for city facilities.
  • Supervises special programs as may be determined by public policy.
  • Drives assigned city vehicle to various sites, meetings, etc.
  • Operates city vehicles.
  • Performs other related duties as assigned.

Two years of trade school or college level course work in building construction, maintenance, and repair, and four years experience in general construction at the journeyman level including one year of lead or supervisory experience. Project management experience a plus.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:

  • Principles, methods, tools, materials and practices used in building maintenance, trades, and custodial services needed to maintain all city facilities and parks
  • Supervisory policies, procedures, and techniques
  • State, local and federal codes and guidelines such as the Uniform building code for plumbing, mechanical, electrical, fire and safety, and regulation of the EPA, OSHA, the Arizona Corporation commissions
  • The provisions of the Americans with Disabilities Act

Ability to:

  • Establish building project or service scope, schedule and cost estimates
  • Plan, organize, assign and coordinate the work of building maintenance crews
  • Establish and maintain effective working relationships with city employees and the general public
  • Deal effectively with city employees and the general public in the resolution of complaints and the provision of services
  • Operate a personal computer and programs related to the department's preventative maintenance and work management system
  • Communicate effectively verbally and in writing
  • Operate city vehicles

Special Requirements

  • Valid Arizona driver's license.
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.
