Minimum Education: Bachelor's degree from an accredited college or university in Civil Engineering or related field.

Minimum Experience: Five years of field and office engineering experience OR any combination of education and experience which would provide the knowledge, skills, and abilities to perform the job.

Minimum Certifications:

Registration as a Professional Engineer in the State of Washington (or the ability to transfer from another state within six months of hire).

Other Requirements:

Experience in roadway and traffic engineering is preferred.

Valid Washington State Driver's License if driving a vehicle for County business.

POSITION SUMMARY:

This position performs professional field and office supervisory work in civil engineering and is responsible for a variety of complex engineering duties associated with the planning, budgeting, estimating, siting, design, permitting, construction, operations, and maintenance of infrastructure projects and programs. Provides direct supervision of assigned technical staff.

ESSENTIAL FUNCTIONS:

The following duties are essential for this position. However, they are not to be construed as exclusive or all-inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.

Manages assigned resources to complete work and secure approval of major engineering programs using best practices for planning and management.

Directs the work of and manages assigned staff. Participates in the selection of new employees. Provides training, instructions, and ongoing training needs. Assigns tasks, reviews work and prepares performance evaluations. Provides staff coaching/counseling.

Reviews land development applications for private residential, commercial, and industrial projects; works with developers to ensure compliance with County standards and regulations.

Reviews engineering plans for new road construction and associated engineering reports; conducts comprehensive studies to assess the current state of transportation systems, analyzes traffic patterns, and identifies areas of congestion or inefficiency.

Performs and coordinates professional engineering activities in the location, plan, design, specifications, and estimates of roadways, utilities, traffic control devices, County owned facilities, and other improvements and maintenance projects.

Reviews, implements, and maintains engineering computer software and databases; trains other department personnel in use of computer equipment and software.

Serves as a project liaison for internal projects. Includes planning, implementation and/or training of personnel.

Serves as the main project manager for project planning, prioritization, monitoring, managing external resources through project completion.

Develops and maintains maps, records, and files regarding County roads, signs, traffic counts, accidents, inspections, vacations of right of way, drainage easement relocations, new roads; generates regular and special reports.

Responds to inquiries from the general public, contractors, and other agencies regarding projects details, construction, and traffic control requirements and related County regulations; resolves problems and complaints and provides assistance.

Coordinates activities with other County departments and coordinates projects with the public, utilities and other agencies.

Represents the Public Works Department at a variety of private and public meetings and hearings; develops resolutions for consideration by the Board of Commissioners concerning assigned projects.

Assists in preparing policies, summaries, technical materials, and related documents for policy makers; assists in giving technical presentations to County Administration and the general public on specific assignments.

Assists in developing the capital improvement plan, and in the development of the budget for the engineering division of the Public Works Department including the capital projects budget.

Develops, recommends, and implements policy, plans and procedures to assure efficient and effective operations in compliance with department goals and objectives.

Completes all duties assigned to other engineering positions as necessary to provide coverage in the absence of coworkers.

Works directly with the County Engineer.

Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

Civil engineering practices, procedures and techniques.

Management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.

County, state, and federal regulations, codes, and regulations pertaining to the practice of engineering, traffic control devices.

Engineering design and construction techniques, methods, and practices.

Engineering maps and records.

Computer aided drafting programs (CAD).

Standard surveying practices.

Policies and procedures of the County.

Duties are performed daily both in and outdoors under all weather conditions and include working in and/or around heavy construction equipment, high-speed traffic, culverts, bridges, steep slopes, streams, and wetlands.
