POSITION REPORTS TO: Streets Supervisor

POSITIONS SUPERVISED: Heavy Equipment Operator and Street Sweeper

BLS COMPARABLE: 47-1011.01, First-line Managers Construction Trades Workers

Leadership: Provides leadership through setting an example, the scheduling of work, review, and approval.

  • In accordance with 49 CFR 391.53, information regarding previous employers may be used for the purpose of investigating the applicant's safety performance history within the previous three years. This includes general employment, accident, and drug/alcohol information.
  • In accordance with 49 CFR 391.23, a Motor Vehicle Report covering the previous three years will be obtained for the purpose of investigating the applicant's driving history.
  • As a CDL driver, the employee will be required to comply with all provisions of DOT Regulation 49 CFR Parts 40 and 382, including random drug and alcohol testing.
  • Possession of a valid Oklahoma Class A CDL with a tanker endorsement and acceptable driving record.
  • Must be able to respond to call outs within 30 minutes, when authorized and assigned to on-call duty.

POSITION PURPOSE: To ensure the quality and safety of street, drainage, and right-of-way construction, repair, and maintenance for Enid residents.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

  • Monitor street department work crews to ensure safety and efficiency of operations.
  • Operate city vehicles to travel between job sites; operate city equipment to haul equipment to various job sites.
  • Supervise and participate in street maintenance such as slurry seal patching, excavating, mowing, tree trimming, ditch cleaning, spraying, sweeping, sign repair, striping of streets, and all other jobs assigned. Supervise winter storm operations.
  • Coordinate and oversee the preventive maintenance vehicles and equipment to ensure they remain safe, secure, and operate at peak levels.
  • Promote positive customer service interactions with customers when dealing with repair requests and complaints.
  • Assist with the supervision, assignment, and review of work schedules of crew.
  • Patrol and monitor work areas and examine tools and equipment in order to detect unsafe conditions or violations of procedures or safety rules.
  • Monitor employees' field work levels and review work performance.
  • Examine objects, systems, or facilities; and analyze information to determine needed installations, services, or repairs.
  • Provide on-site instruction and guidance to employees about work-related issues and assist employees to correct job-skill deficiencies.
  • Provide assistance to other departments as needed.
  • Perform other duties as required.

  • The Street Department runs smoothly and efficiently.
  • Procedures and processes are well maintained, documented, and recorded. Street construction, repairs, and work zones meet regulatory requirements.
  • A preventive maintenance program is followed for equipment.
  • Equipment is clean and well maintained.
  • Policies and procedures in City of Enid personnel and safety manuals are understood and followed. Effective supervisory skills are demonstrated.
  • Employees are well trained, assisted, and have appropriate equipment to perform at capacity. Effective working relations exist with City personnel.
  • Management is appropriately informed.
  • The City's professional reputation is maintained.

QUALIFICATIONS

EDUCATION/EXPERIENCE:

One-year certificate from college or technical school; or one year related supervisory experience and/or training; or equivalent combination of education and experience.

CERTIFICATES/LICENSES:

Class A CDL upon hire.

REQUIRED KNOWLEDGE:

Mechanical: Knowledge of machines and tools, including their designs, uses, repair, and maintenance.

Computer: Basic personal computer skills, including typing, electronic mail, word processing, etc.

Specialized: Knowledge of safety rules and regulations. Knowledge of winter storm procedure routes and required equipment.

SKILLS/ABILITIES:

  • Capable of directing jobs and crews in a safe and efficient manner.
  • Ability to use a transit to shoot a grade.
  • Handle multiple tasks simultaneously.
  • Prioritize, organize, and delegate assignments.
  • Accurate and attentive to detail.
  • Good communications and public relations abilities.
  • Ability to assist and support others.
  • Able to operate telephone, copier, and other basic business machines.

PHYSICAL & MENTAL ACTIVITIES AND REQUIREMENTS OF THIS POSITION

FINGER DEXTERITY:

Manual dexterity sufficient to work with the fingers.

VISUAL ABILITIES:

Normal vision, with or without corrective lenses.

Distance vision, color vision, depth perception, peripheral vision, ability to adjust focus.

PHYSICAL STRENGTH:

PDC Level: Heavy Employee lifts/carries 50 lbs occasionally (less than 33% of the time or 1-100 times per day). Ability to ascend/descend a 24" step.

LANGUAGE/COMPREHENSION:

Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.

REASONING ABILITY:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

MATHEMATICS ABILITY:

Ability to add, subtract, multiply, and divide in all unites of measure, using whole numbers, common fractions, and decimals.

WORK SCHEDULE/HOURS:

Regular - 8-hour shift, typically 7:30 a.m. to 3:30 p.m., Monday - Friday.

Hours change with Daylight Savings.

On call hours with a 30 minute response time may be required during non-work hours as authorized and assigned by supervisor.

Emergency work during storm related emergencies.

Overtime as required.

Other - Variable lunch period and breaks in coordination with other office personnel.

WORK CONDITIONS:

Outdoors exposed to changing weather conditions (for instance, rain, snow, sun, wind, etc.). Occasional work in an improperly illuminated, awkward, or confining space.

Noise level:

Loud. Hearing protection as required.

Other work conditions:

Frequent work around moving mechanical parts. Frequent work in traffic. Frequent exposure to airborne particles and toxic or caustic chemicals. Frequent exposure to vibration. Occasional work in high, precarious places.

ADVANCEMENT CRITERIA

INTERMEDIATE:

5-7 years related experience.

Additional coursework in related field.

Advanced knowledge of operating system.

Advanced knowledge of safety as pertains to department.

Ability to fill in for Assistant Supervisor for short period of time.

Expert ability to operate departmental heavy equipment.

Ability to train subordinates.

Valid CPR certification.

ADVANCED:

8+ years related experience.

Associate degree or equivalent in related field.

Advanced knowledge of more than one operating system.

Expert knowledge of safety as pertains to department.

Ability to fill in for Assistant Supervisor for extended period of time.

Advanced supervisory skills.

Licensed in concrete and/or asphalt.
