SEMI SKILLED LABORER

SPECIALTIES General Automotive Driver

GENERAL DEFINITION

This is semi skilled and manual work in general laboring operations. Employees in the General specialty perform one, or a variety of generally repetitive duties involving physical exertion and requiring manipulative ability in the regular use of small hand or machine tools, or operation of power equipment. Work is performed under close supervision usually as a member of a crew. Employees in the Automotive Driver specialty operate a motor vehicle to transport passengers, mail or materials to specified destinations. Assignments are stable in nature and are performed in accordance with work instructions and established routines. Work assignments require strenuous physical effort and involve conditions which can only be partially controlled.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

BOTH SPECIALTIES Performs related work as required.

GENERAL SPECIALTY Uses wrenches, pliers, screwdrivers, hammers, and other hand tools for use in the minor adjustment and repair of machinery, and the routine maintenance of buildings; uses power tools such as saws and drills. Uses pneumatic tools in digging ditches and in breaking street surfaces; compacts loose earth with pneumatic or hand tools; uses rakes and tampers to spread asphaltic road building material in patching street surfaces. Starts, stops, adjusts and operates air compressors, gasoline generators, gas or electric fork lifts, pumps, power lawn mowers, power sickle bars and other power equipment; checks fuel, cleans and lubricates equipment, replaces filters and drive belts, performs other minor maintenance tasks and reports malfunctions. Operates that portion of the above listed equipment that applies to work assignment; drives automobiles, vans, light trucks and other single chassis vehicles, if required by work assignment. Operates or instructs others in the operation of automatic or manually controlled passenger or freight elevators; makes trial runs to make sure elevator are working properly.

AUTOMOTIVE DRIVER SPECIALTY

Operates a car to transport City officials and personnel to a variety of destinations. Drives an automobile or truck to pick up and deliver mail and messages, including intra and interdepartmental correspondence; delivers pay checks to departmental installations. Tends gates to parking lots for impounded vehicles; drives vehicles within lot to maximize space; drives impounded vehicles to gate and releases to authorized persons. Delivers supplies to various City facilities; loads and unloads materials from vehicles. Collects, sorts and distributes intra and inter-departmental mail and packages. Collects samples from public health centers, construction sites or water taps for scientific analysis. Completes forms detailing destinations visited or mileage traveled. Performs first line maintenance, such as, checking oil and batteries and changing tires on vehicles.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF: the methods and equipment used in a variety of labor operations for the General specialty the geography of the City for the Automotive Driver specialty the traffic laws of the City of Philadelphia and Commonwealth of Pennsylvania if required by assignment automotive equipment and the techniques and methods used in servicing and performing minor repairs for the Automotive Driver specialty

SKILL IN: the operation of motor vehicles having either automatic or manual gear shift if required by assignment

ABILITY TO: learn the operation and use of hand tools and power equipment understand and follow oral or written instructions perform heavy manual labor for an extended period, often under adverse climatic conditions for the General specialty make minor repairs to motor vehicles and perform light manual tasks if required for the Automotive Driver specialty drive single chassis vehicles safely and efficiently ability to interact with public in courteous and tactful manner

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/11.)

EXPERIENCE

BOTH SPECIALTIES: Ability to read and write English. GENERAL SPECIALTY Six months of experience in general laboring operations.

AUTOMOTIVE DRIVER SPECIALTY Six months of experience in general laboring operations. OR One year of experience in the operation of an automobile

PHYSICAL AND MEDICAL REQUIREMENTS Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.

LICENSES, REGISTRATIONS AND/OR CERTIFICATES 1. Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of employment as a Semi Skilled Laborer if required by job assignment. NOTE: A separate examination for the Automotive Driver specialty will not be administered. Positions in this specialty will be filled from the Semi Skilled Laborer (General) eligible list. Selective Factor Certification will be used to certify candidates who possess a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania.
