SALARY RANGE: $26.95 - 34.72

PURPOSE OF POSITION

An entry level position performing a variety of tasks in the construction, operation, maintenance and repair of public works streets, bicycle and pedestrian facilities, right of ways, and storm facilities.

ESSENTIAL JOB FUNCTIONS

Perform work in the maintenance, cleaning, installation, inspection, repair, and data collection of street signs, dead-end barricades, and pavement markings. Perform right-of-way weed abatement, litter and illegal dumping clean up. Assist with catch basin and storm water maintenance. (30%)
Perform routine maintenance and repair of Public Works streets, facilities and grounds, ditches, shoulders, sidewalks, etc. Clean, maintain and repair city streets, sidewalks and rights-of-way involving pavement patching, concrete forming/finishing, grading and brush cutting/mowing and removal (20%).
Operate light and heavy equipment to excavate and maintain streets, alleys, curbing, etc. Plow and sand streets. Operate street sweeper. (20%)
Assist with routine maintenance programs such as sign retro-reflectivity, sign cleaning/leaning program, and crack sealing. (15%)
Perform various duties in common with Public Works Laborer and Operators. (10%)
Regularly operate City vehicles. Must possess a valid Oregon or Washington drivers license and an acceptable driving record (ongoing).
Follow all safety rules, policies and procedures established for work areas.
Develop and maintain positive working relationships with supervisors, co-workers, and customers.
Maintain consistent and regular job attendance and adherence to working hours.
Effectively and clearly communicate to others verbally, in-person, and in both electronic and physical written form.

AUXILIARY JOB FUNCTIONS (5%)

Assist with routine maintenance and minor repairs of City equipment and vehicles, e.g., oil and filter changes, greasing equipment, changing tires, etc.
Maintain various records related to activities and findings as required.
Assist other departments and divisions as needed.
Maintain safe work habits and contribute to the safety of self, co-workers, and the general public.
Maintain work areas in a clean, safe and orderly manner

QUALIFICATIONS:

Knowledge of:

Operation and minor repair of equipment.
Street maintenance practices.
General safe labor practices and principles.

Ability to:

Apply basic mechanical aptitude.
Maintain and operate a city-provided, cellular telephone, tablet or other communication device.
Proficiency with Microsoft Outlook, Word and Excel in the performance of job duties, as well as learn and adapt to new or unfamiliar software platforms related to job duties.
Report to place of duty within thirty (30) minutes after notification during on-call status.

EDUCATION AND EXPERIENCE:

Equivalent to high school education, prior experience in utility or municipal construction and maintenance, or any satisfactory combination of experience and training which demonstrates the ability to perform the above duties.

Preferred: Prior experience in the public sector.

SPECIAL REQUIREMENTS/LICENSES:

Valid Oregon or Washington driver's license and acceptable driving record required (ongoing).
Must possess or be able to obtain Flagger certification within the six (6) month trial service period.
May be required to possess or obtain a Commercial Drivers License and/or herbicide applicator trainee license.
Public Works Operators are considered essential employees and may be called back to work before their regularly scheduled shift or after completing their shift to perform work of an emergency nature.
Public Works Operators are strictly required to report to work in inclement or extreme weather conditions, or in the event of a natural disaster or other state of emergency.

PHYSICAL DEMANDS OF POSITION:

Many duties are physically demanding requiring the occasional movement of materials weighing up to 100 pounds. Movement of materials weighing 25 to 50 pounds may consume up to 30% of the work period. Duties require regular use of hand tools, jackhammers, chain saws, and operation of light and medium equipment such as backhoe and tractors. Activity and types of duties performed require manual coordination and dexterity for extended periods.

The above mentioned physical and mental demands of the position are not inclusive to the skills required to perform satisfactorily in the position.

WORKING CONDITIONS:

Most duties take place outside of buildings with exposure to all types of weather conditions and terrain on a year-round basis. Approximately 25% of the work period takes place in an office environment. Position performs "on-call" services after normal work hours on a rotation basis. Exposure to respiratory hazards may require occasional use of respirator.

SUPERVISORY RESPONSIBILITIES:

Supervision is not a typical responsibility of this position.

SUPERVISION RECEIVED:

Works under the general supervision of the Public Works Superintendent. Receives work assignments and direction from Chief Operator(s) and higher classified Streets (or Water) Operators.

SPECIAL PROVISIONS:

If performance and budget warrant, may be non-competitively promoted to Streets Operator II after attaining the respective qualifications.
