This position will assist the Pavement Manager with identifying, developing, and managing the pavement management program and overseeing the execution of projects. The work is performed under the supervision and direction of the Pavement Manager, but considerable leeway is granted in the exercise of independent judgment and initiative.

HIRING SALARY RANGE: $55,000 - $80,000Hiring salary dependent upon applicant's education, experience, skill level, and other job specific qualifications

  • Assist Pavement Manager in development and management of pavement maintenance plans. Including collection of data and measurements in the field to develop plans, create estimates, review of reports, and invoicing.
  • Complete site visits and inspections of road, drainage, sidewalk to ensure compliance with all applicable, State, and County and municipal codes, regulations, and specifications.
  • Provide updates to pavement management system with road additions and completions. This may include linking pavement data and GIS spatial data to the pavement management system.
  • Assist in ensuring quality and accuracy of data within the database and corresponding ArcGIS platform.
  • Responds to questions, comments, and requests from the public in a courteous, timely manner.
  • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
  • Attends meetings, conferences, workshops and training sessions and reviews publications and audiovisual materials to become and remain current on the principles, practices and new developments in assigned work areas.
  • Communicates and coordinates regularly with construction, engineering, and inspection staff to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Ability to obtain SCDOT Certifications such as Earthwork and Base Course Technician, Asphalt Roadway Technician, Pavement Preservation, etc.
  • Perform other directly related duties consistent with the role and function of the position classification.
  • Designated to report to work during hazardous weather or emergency conditions.

Associate's Degree in Engineering, Mathematics, Construction Management, Geography, Geographic Information Systems, or other related field, and two (2) years or more of technical experience in related engineering, construction or GIS field. Knowledge of ArcGIS and/or Pavement Management Software (such as Cartegraph and/or AgileAssets) preferred.The ability to maintain effective relationships with consultants, contractors, state and municipal officials, and the public is essential. Must be skilled in reading, analyzing, and interpreting construction drawings, technical reports, specifications, and regulatory documents. Must communicate verbally and in written form in a clear and concise manner, work under pressure within critical periods, work various jobs at the same time, interpret various codes and regulations, and must be able to operate a personal computer. A valid SC driver's license or the ability to obtain one upon acceptance of the position is required.
