Capital Projects Construction Foreman

JOB SUMMARY
Department: Capital Projects
Pay Grade: 108
FLSA Status: Non-Exempt

Under limited supervision and depending on crew assignment, performs complex construction installations and performs limited supervisory work to assist with daily operations for the Capital Projects Construction Team. Directs and completes daily project work activities, and oversees skilled and semi-skilled sewer line construction, maintenance, and connection duties. Responsible for jobsite activities and personnel in the absence of the Construction Superintendent.

ESSENTIAL JOB FUNCTIONS
  • Leads jobsite activities which involves such duties as installing, instructing; assigning reviewing, and scheduling work; maintaining standards; acting on employee problems; assisting with appraising employee performance; and recommending promotions, or disciplinary actions when necessary.
  • Assists in the coordination and delegation of daily work assignments for active construction projects.
  • Assists supervisor in providing hands-on standard operating procedures and basic safety training.
  • Plans, organizes, directs, and controls excavations of sites and any corrective actions taken to repair problems; installs and/or repairs pipes and manholes; and performs preliminary investigation confirming that utilities are marked, depending on crew assignment.
  • Leads and monitors daily work progress; performs regular daily inspections of equipment to insure safe operating condition.
  • Assists in the repair and maintenance of facilities and mechanical equipment at sewer lift stations and the completion of preventive maintenance; performs troubleshooting of mechanical and electrical systems; and performs periodic wastewater lift station inspections depending on crew assignment.
  • Completes and maintains daily equipment and construction logs.
  • Ensures all work is accurately documented within CMMS.
  • Prepares and/or processes various records and reports such as corrective work orders, evaluations, confined space permits, annual leave/sick slips, daily operational/duties log, utility damage reports, accident reports, and equipment inspection logs and reports.
  • Receives and/or reviews various records and reports such as work orders, individual project activity logs, inventory lists, PUPs tickets, technical manuals, safety related Material, pre-trip log sheets, and equipment inspection logs and reports.
  • Refers to traffic control plan, shoring requirements, repair checklist, sewer maps, training procedures, safety guidelines, policy and procedure manuals, technical/troubleshooting manuals, codes, laws, regulations, publications, and reference texts, etc.
  • Responds to after-hours calls as required for projects.
  • Operates a variety of vehicles, equipment, machinery, tools, and software.
  • Interacts and communicates with various groups, individuals, homeowners, suppliers, regulatory agencies, and members of the public.
  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education and Experience:
  • High school diploma.
  • Four (4) years of progressively responsible technical experience; or
  • Equivalent education, training, and/or experience.

Licenses or Certifications:
  • Valid South Carolina driver's license.
  • Valid Class \"A\" commercial driver's license with tanker endorsement.
  • Preferred Water Environment Association of South Carolina (WEASC) Wastewater Collection Operator \"A\" level licensure.

Special Qualifications:
  • Able to use or learn to use a variety of vehicles, equipment, and machinery such as, dump truck, , backhoes excavator, forklift, pumps, personal computer, etc.; a variety of tools such as hand tools, power tools, chain cutters, pipe saw, test meters, straps, cables, shackles, etc.; a variety of supplies such as nuts, bolts, screws, miscellaneous fasteners, silicone and sealants, hydraulic/lubricant oils, pipe, personal protective supplies, general office supplies, etc.; and a variety of computer software such as: CMMS, GIS Portal, SC811 Web Portal, etc.
  • Must demonstrate the ability to read and interpret construction project plans and specifications within six months of employment.
  • Must demonstrate the ability to provide accurate jobsite material calculations within 3 months of employment.

Knowledge, Skills and Abilities:
  • Knowledge of the laws, ordinances, standards, and regulations pertaining to the specific duties and responsibilities of the position
  • Knowledge of general pipe maintenance, construction, labor tools, sewer related equipment, and practices. Knowledge of occupational hazards involved and safety precautions necessary for the job.
  • Knowledge of Occupational Safety and Health Administration (OSHA) regulations concerning safety and South Carolina Department of Transportation construction sign safety handbook.
  • Knowledge of tools and equipment for the job.
  • Skill in the care and use of required tools and equipment.
  • Ability to make minor repairs and adjustments to equipment.
  • Ability to help ensure compliance with all laws and regulations through effective leadership and supervision of crewmembers.
  • Ability to interact and maintain harmonious relationships with the public and other employees.
  • Ability to read and interpret project plans and survey measurements.
  • Ability to maintain records and reports.
  • Ability to plan, organize, and prioritize daily assignments and work activities.
  • Ability to read and interpret technical materials pertaining to the responsibilities of the job.
  • Ability to supervise and instruct subordinates.
  • Ability to handle required mathematical calculations as necessary for trenching, shoring, pipelaying, and flowrate determinations.

PHYSICAL DEMANDS
The work is medium to heavy work. This requires exerting up to 100 pounds of force occasionally; and/or up to 50 pounds of force frequently; and/ or up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, feeling, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.

WORK ENVIRONMENT
Depending on assignment, the work is performed in all weather conditions for long periods of time; and exposure to construction and water/wastewater site hazards, traffic, and moving machinery during daily work. May also work inside environmentally controlled spaces.
